For one of our main clients based in Brussels - the mission is to develop and operate in close cooperation with the users a secure digital ecosystem that enables the institution to efficiently run independent investigations, maximize the anti-fraud value of collected data, establish a solid collaboration with key stakeholders and allow the timely exchange of fraud-related information between the competent national and EU administrations.

Responsibilities:

  • To develop and implement a digital strategy serving policies and operations;
  • To provide the institution and their external partners with a state of the art digital forensics function;
  • To develop and operate the Anti-Fraud Information System (AFIS) in the area of mutual assistance in customs matters and irregularities management;
  • To develop and operate the case management system;
  • To be the central, reliable source of securely managed data;
  • To enable knowledge sharing in the area of anti-fraud policy and fraud-prevention within the institution beyond by putting in place the necessary digital solutions;
  • To provide a state-of-the-art digital and mobile workplace environment fulfilling staff needs.

Core Requirements:

  • Minimum experience in relevant area of 12 years (with Master’s) or 16 years (with Bachelor’s).
  • Understanding and implementation of security and data protection, compiling and analyzing data, processes, and codes to troubleshoot problems and identify areas for improvement.
  • Testing and fixing bugs or other coding issues.
  • Meet both technical and consumer needs.

· Write technical documentation.

  • Development of back-end website applications.
  • Integration of user-facing elements developed by a front-end developers with server side logic.

· Implement core business logic.

  • Creation of servers and databases for functionality.
  • Design and implementation of data storage solutions.
  • Understanding and implementation of security and data protection.

· Design and develop APIs.

  • Participating in the design and creation of scalable software and workflow applications
  • Taking responsibility for projects and outcomes, as required.
  • Maintenance of code integrity and organisation.
  • Writing clean, functional code according to the architectural direction.
  • Compile and analyse data, processes, and codes to troubleshoot problems and identify areas for improvement.
  • Testing and fixing bugs or other coding issues.
  • Meet both technical and consumer needs.
  • Generate and Maintain technical documentation.

· Cross-platform optimisation.

  • Design, develop and document APIs for integrating large language model (LLM) services with existing OLAF applications.
  • Design of user interactions on web pages.

· Design responsive applications.

  • Development of back-end website architecture.
  • Development of front-end website applications.
  • Facilitate the continuous delivery of IT applications by using Application Lifecycle Management and automation tools.

· Implement core business logic.

  • Participating in the design and creation of scalable software.
  • Plan, implement, upgrade DevSecOps pipelines
  • Promote the usage of DevSecOps methodologies for IT projects.
  • Understanding and implementation of security and data protection.

· Write technical documentation.

  • Provide Level‑3 support for the web application, establishing a clear support process (ticket handling, escalation procedures and SLA monitoring).
  • Collaborate with business analysts, customers, project leaders and developers to ensure functional and non‑functional requirements are met.
  • Document knowledge, known issues and transfer this knowledge to colleagues.

Knowledge/Skills

  • Excellent Communication skills in English at a professional/technical level

· Excellent knowledge of Java 17

  • Excellent knowledge of Spring Framework

· Excellent knowledge of Hibernate

  • Excellent knowledge of Object Oriented Programming & Modelling
  • Excellent knowledge of HTTP and API design

· Excellent knowledge of Angular

  • Excellent knowledge of Encryption practices and techniques (At Rest and Transit)
  • Experience with large, secure, enterprise-level multi-user Information Systems

· Good knowledge of Spring Reactive

  • Good knowledge of Mongo Database(s)
  • Good knowledge in conducting DevSecOps in an agile work environment
  • Good knowledge of Enterprise Content Management practices
  • Good knowledge of Business Process Management practices
  • Good knowledge of Triple A methods and practices (E.G. SSO, Unified Login, FIDO, O-Auth)
  • Good knowledge of Atlassian Tooling (JIRA, Confluence, Bamboo)

· Good knowledge of Kubernetes

· Good knowledge of Ansible

· Good knowledge of Hashicorp Vault

  • Good knowledge of Hashicorp Terraform

NRB's story began in 1986 with the establishment of the GI (Groupement Informatique), an ICT entity shared by OMOB (now Ethias) and three Liege utility companies: CILE, ALG, and ALE (the latter two now part of Nethys). The primary goal was to consolidate ICT resources and expertise. Just a year later, in 1987, these four shareholders, along with CCB (Crédit Communal de Belgique), Coditel, and Electrabel, founded the limited liability company NRB. Initially, NRB's focus was on serving its own shareholders, aiming to reduce escalating ICT costs and leverage the skills of the new company's employees.

A significant development occurred in 1989 when the GIEI (Groupement d’Intérêt Economique et Informatique) entrusted NRB with managing the ICT resources for the French Community of Belgium and the Walloon Region. Recognizing the need for modernization and security, NRB undertook substantial upgrades and expansions to its facilities starting in 1995. This period marked a crucial phase in NRB's growth, laying the groundwork for future expansion. By 2005, NRB broadened its horizons, extending its range of services to include parastatal and private institutions. This expansion was supported by the addition of new buildings in Herstal in 2007 and the inauguration of a third data center in 2010. The same year, NRB acquired a 51% stake in the ADINFO holding from Dexia (now Belfius), which included three ICT companies active in the local public sector: Cevi, Adehis, and Logins. In 2011, NRB further solidified its infrastructure by partnering with Wallonia Data Center (WDC) to install a new disaster recovery center, enabling them to offer a complete architecture with data centers located over 30 km apart. This year also saw NRB become the first and only certified SAP Hosting Partner in Belgium. The NRB Group continued its strategic acquisitions, with Stesud joining in 2013 and subsequently merging with Adehis to form Civadis. Today, the NRB Group stands as a major player in the Belgian ICT sector, with a European focus, a consolidated turnover of €638.3 million in 2024, and over 3,670 employees.
