The Program Manager (PM) shall serve as Makwa Global’s primary day-to-day interface with the Department of State Contracting Officer (CO) and Contracting Officer's Representative (COR). The PM will oversee and ensure delivery of all performance under the contract and subordinate task orders. The PM will supervise and oversee the work and ensure recruiting, hiring, personnel management, training and support of all personnel/positions under the contract. The Program Manager will have all reasonable level of authority and discretion to act on behalf of Makwa Global regarding technical, operational, personnel, and contractual matters. The Program Manager will be supported by a Deputy Program Manager — as dictated by the specific program/project circumstances — to act independently, or complementarily, or as back-up to each other in performing program management functions.
Essential Duties and Responsibilities
- Shall represent the Contractor as point-of-contact for the CO and COR to help resolve issues and perform other functions that may arise relating to the base IDIQ contract and task/delivery orders under the base contract.
- Serve as focal point for all contractor functions that pertain to performance under the contract and subordinate task orders.
- Interact on a daily/weekly basis with the Contracting Officer (CO), Contracting Officer’s Representative (COR), and Government Technical Monitors (GTM’s) to ensure performance across all contract tasks.
- Supervise, oversee, and direct ongoing strategy to mitigate risk and maintain continuity of operations in accordance with the requirements specified in the contract and task orders.
- Advise and assist regarding the technical scope of the contract.
- Ensure timely and accurate reporting, provision of qualified personnel for each task order, and timely and accurate implementation of the requirements of the contract scope of work and subordinate task order requirements.
- Ensure all aspects of planning, scheduling, organizing, managing, and assessing the performance of all personnel under this contract.
- Ensure professional development training as required for personnel.
- Oversee on-time delivery of requirements, invoices, and other fiscal management functions.
- Responsible for ensuring revenue, gross margin, and profit targets are met.
- Work with a program control team to ensure maximum profitability is met within the contractual parameters of the program.
- Assist in monthly financial updates and variance analysis.
- Lead quarterly program review to executive team.
- Assist in fiscal year financial budget preparation.
- Maintain healthy days sales outstanding (DSO) metrics.
- Review, assess, manage, and correct any behavior by contractor personnel that would reflect poorly on the Department of State.
- Responsible for the cost, schedule, and performance of the State Department’s ATA-OSP contract.
- When directed by CO/COR and under specific program/project circumstances — act independently, or complementarily, or as back-up to each other in performing program management functions.
- Responds to exigent or problem situations as reported or referred to by the Contracting Officer or COR and coordinate follow-up action as appropriate with Contractor or Government personnel on-site or at headquarters.
- Monitors’ performance of contract to include coordinating and ensuring adequate staffing and effective allocation of resources for the projects and activities pursuant to all Task Orders issued under the contract.
- Advise and assist the Contractor’s Team Leaders, or other on-site Contractor personnel.
- Participates in advance site visits (upon receipt of a new Task Order), conduct random site quality control reviews and as needed, visit a project site to ensure problem resolution.
- Provides COR with monthly financial reports, lodging reports, health and welfare reports, transportation reports, weekly rosters, trip reports, special reports when the situation dictates it, and weekly telephone contact to discuss miscellaneous matters or matters of urgent need.
- Provides all SSP's with training in Security Awareness and Personal Security.
- Works hand and hand with the Facility Security Officer (FSO) daily ensuring all the SSP's security clearances are always in full compliance with the CSM contract.
- Direct supervision of supervisors and employees for the contract to which assigned.
- Manage the coordination, implementation and training of personnel for assigned project with training staff and consultants.
- Travel to support supervisors, make inspections, and coordinate with all client contacts.
- Oversee implementation of Standard Operating Procedures (SOP) that applies to each area of the contract.
- All other duties deemed necessary by Makwa Leadership.

Education and Experience
- Bachelor’s Degree or equivalent experience. Master’s Degree strongly preferred.
- Must possess and maintain a Secret security clearance.
- Must have 5 years of professional experience.
- Must have at least 3 years of experience supporting government programs/contracts.
- At least two years prior experience as a DPM or as a management analyst supporting a government program/contract.
- Ability to conduct all the responsibilities listed above and demonstrated communication and coordination skills.
- Demonstrated experience in planning, evaluating, analyzing, and implementing government contract requirements.
- Demonstrated excellent organizational and coordination skills.
- Must have knowledge of Smartsheet.
- Excellent Microsoft Word, Excel, and SharePoint skills.
- Ability to function effectively in complex situations with multiple stakeholders
