Overview
The Business Development Capture Manager at Global Connections to Employment (GCE) plays a critical role in executing the company's business strategy, focusing on identifying strategic opportunities and trends. This role involves developing new customer relationships and nurturing existing ones within the framework of the U.S. Government Federal Procurement Process. Expertise in influencing agency requirements, capture planning, and familiarity with government contracting vehicles is crucial. The Capture Manager is tasked with assessing business risks, utilizing financial and economic data to devise mitigation strategies. Strong communication skills, including negotiation, and active listening, are essential for engaging effectively with customers and stakeholders across new markets.
The position demands a seasoned professional with a passion for GCE’s mission and services, backed by a bachelor's degree or equivalent in relevant fields. Required is a minimum of five (5) years’ experience with Federal agencies, leadership in project management, and expertise in business development processes. The candidate should demonstrate proficiency in proposal writing, and capture management, alongside a solid understanding of government contracting processes. This role emphasizes continuous improvement of business development practices, operational efficiency, and the importance of aligning with corporate values and objectives.
Role Requirements
Education & Experience Requirement:
- Education:
- Must have a bachelor’s degree in a related field. May substitute equivalent combination of education and experience.
- Must have demonstrated success in securing new business or renewing contracts.
- Must have a minimum of five (5) years of demonstrated experience in working with federal agencies / organizations and/or individuals.
- Must have a minimum of five (5) years of demonstrated experience leading projects and or programs.
- Minimum of five (5) years of experience pricing analysis business development proposal and capture management.
- Must have the ability to achieve and maintain a security clearance up to top secret.
- Detailed understanding of Government contracting, DoD contracting/acquisitions process (i.e., FAR, DFARS, regulatory/statutory requirements, SCA, AbilityOne, etc.) and BD analysis tools (e.g., GovWin, SAM, USA Spending, etc.) is preferred.
- Demonstrated ability in, identifying new business opportunities, establishing pursuit priorities, gaining and growing customer loyalty and developing successful capture plans.
- Must be able to manage multiple priorities and concurrent tasks effectively.
- Must possess strong customer relations, leadership, and interpersonal skills.
- Must possess excellent organizational and communication skills.
