About the role

We are seeking a skilled Vendor Lead (Vendor Delivery Manager) with overall solution ownership for vendor team deliverables. This individual will collaborate closely with the DOA and Treasury Product Owners, the ISG Solution Architect, and IT leadership to ensure that delivered solutions are technically sound and sustainable by the IT staff over time.

The Vendor Delivery Manager will drive the technical direction and strategic planning within the company’s project, aligning technology investments to business goals and shareholder value. This role manages cross-functional project delivery teams to ensure system stability, integration of new capabilities, and a technical vision aligned with the organization's growth strategy. As the primary interface between the DDI Vendor and product owners, the Vendor Lead will prioritize and shape product roadmaps to support the PTAS enterprise strategy.

In this key role, the Vendor Lead acts as a bridge between business, technology, and supports teams to ensure project alignment with business strategy. This position oversees high-performing Microsoft technology-focused teams responsible for system configuration, integration, and development, maintaining architecture, security, compliance, and quality standards. The role requires strong communication skills across all levels of management within and outside of the IT department and will advocate for agile, scalable, and configurable development operations.

Essential Functions

  • Develop and execute IT strategy, ensuring alignment with the broader organizations goals by working closely with the project strategy teams from KC IT, DOA, Treasury, and ISG
  • Cultivate strong business relationships with the executive team and officers across the organization to drive prioritization for the enterprise, resulting in technology roadmaps that drive business value, innovation, scale, and performance
  • Oversee technology and architecture decisions in the organization – including digital application engineering, cloud computing, mobility, generative artificial intelligence and other emerging technologies (including open source)
  • Identify, design, and implement creative solutions and frameworks involving people, process, and technology to deliver against IT and company strategic objectives, coordinating across multiple organizational teams
  • Partner with other IT leaders to maintain and ensure strong governance processes are in place and adhered to, prioritization is consistent across domains, systems and changes are properly tested to minimize risk, and KC systems are always available and secure
  • Maintain a strong partnership and working relationship with all third-party partners to ensure KC is receiving the best possible resources and that vendors are on schedule with projects and initiatives leveraging vendor scorecards, profit improvement activities and continuous improvement processes to drive spend optimization
  • In-depth knowledge of software development, systems architecture, cloud computing, cybersecurity and emerging technologies, including generative AI
  • Proven experience in managing and leading technology teams, with strong interpersonal and communication skills
  • Ability to develop and execute a long-term technology vision that supports business objectives
  • Strong analytical and problem-solving skills, with the ability to make sound decisions under pressure
  • Familiarity with the retail industry and an understanding of how technology can drive business success
  • Broad experience with project management methodologies and tools, including traditional waterfall, agile, iterative and other models
  • Experience in product management/development and lifecycle management
  • Skilled in continuous improvement disciplines
  • Ability to establish and document standards, guidelines, and best practices
  • Develops & maintains a high-level timeline for communication & clear understanding of overall capabilities deliveries in respect to the business roadmap
  • Understands the market and can explain the future direction of systems, how that direction will impact the enterprise, and how future and current systems can be exploited for the benefit of the enterprise
  • Works on complex issues requiring in-depth knowledge of as-is & to-be technology details, organizational objectives, competing priorities, and translates business requirements into solution/design
  • Recommends improvements to the portfolio roadmap, based on experience and acumen, as well as across division/department lines
  • Facilitates Demand Management of changes and additions to capabilities • Anticipates, identifies, mitigates risks/issues & escalates as appropriate to ensure success
  • Ensures effective management of capabilities (as requests or projects) from inception through implementation for a designated team
  • Maintain and promote a positive rapport with the user community
  • Serve as primary liaison with contractors and vendors to ensure effective coordination of tasks among participating team members
  • Direct, motivate, delegate and empower staff in the successful performance of their tasks and responsibilities while encouraging innovation

Required Qualifications

  • 15 years of IT experience preferably in state and local government, with a focus on property tax and accounting, and 10+ years in a senior leadership position (VP or higher)
  • Experience as Solution Architect or Delivery Manager
  • 8+ years of experience with current, relevant technology. Includes delivering multiple, large, highly complex system changes, projects & programs with a prominent role in IT or Business. This would include both SaaS and custom developed solutions
  • Proven experience of leading and managing teams consisting of in-house and remote associates as well as contractors
  • Microsoft CRM Application certification a plus (such as MB-200, MB-210-240, MB-600, MB2-710, and/or MB2-716
