Harbor Compliance is a leading technology platform for entity compliance, helping more than 80,000 businesses and nonprofits manage licensing, tax registration, and legal entity requirements nationwide. Founded in 2012 and recognized repeatedly by the Inc. 5000 and Deloitte Technology Fast 500, we've grown through five strategic acquisitions — and are now backed by a 2026 majority growth investment from Bregal Sagemount to accelerate product, AI, and customer experience. We're a passionate team making compliance simpler and smarter for every organization we serve.

The Senior Manager of Filing Automation drives the highest possible share of automated filings across all corporate and compliance services, upholding a strict automation-first operational philosophy. This leader directs an end-to-end team of compliance analysts, automation specialists, and production support engineers to build, scale, and maintain high-performing AI automation skills, data configurations, and reference data systems. By serving as the primary operational anchor for process engineering and technical leadership, the role ensures that automated workflows run with maximum predictability, speed, and quality. Ultimately, this position accelerates business efficiency and scales filing capacity from charitable registration to fundraising workflows.

Key Responsibilities

  • Lead and develop a high-performing, multi-disciplinary filing automation team, optimizing team structure, staffing models, and capability density.
  • Own the long-term growth and sequenced expansion of automated filing shares across all core service lines, beginning with charitable registration and expanding through corporate and fundraising products.
  • Oversee the end-to-end lifecycle of AI-driven automation skills, managing the design, validation, deployment, versioning, and continuous training of production-ready skills.
  • Manage high-volume data configuration system specifications and forms to ensure highly accurate, rapid translation of ingestion inputs into production-ready states.
  • Direct the maintenance and updates of system reference data, ensuring jurisdiction rules, fee tables, and deadline calendars remain entirely accurate and synchronized.
  • Spearhead production performance management by monitoring automated runs, proactively addressing performance drift, and implementing systemic root-cause updates directly into core automation skills.
  • Establish and execute formal operating agreements with process engineering and technical partners to maintain dedicated engineering capacity, prioritize workflow enhancements, and clear technical dependencies.
  • Maintain rigorous operational governance through structured daily production reviews, weekly automation tracking, and monthly business evaluations to ensure stable, scalable fulfillment delivery.

Requirements

  • Seven or more years of progressive experience in automation engineering, intelligent automation, AI operations, or process engineering within a scaling SaaS or service-enabled SaaS environment.
  • Proven experience managing an automation skill catalog, robotic process automation estate, or production-scale AI agent library.
  • Demonstrated experience leading technical teams, with a preference for candidates who have managed team leads or senior independent contributors.
  • Hands-on technical experience designing, validating, and optimizing AI-assisted, large language model-driven, or automated workflow orchestration platforms.
  • Experience managing high-volume data configurations, structured reference datasets, and bulk-submission queue workflows within jurisdiction-variable or highly regulated environments.
  • Proficiency in technical compliance and operational data environments, including standard operations under SOC 2 Type II criteria.
  • Strong capabilities in process intelligence, analytical systems, and data evaluation tools such as SQL, Looker, Tableau, or comparable dashboard platforms.
  • Track record of executing joint operational agreements with engineering and product partners to protect development capacity and drive collaborative performance outcomes.

Skills and Knowledge

  • Advanced expertise in prompt engineering, human-in-the-loop workflow architecture, and agent framework design.
  • Mastery of modern automation software stacks, including enterprise workflow tooling, observability platforms, and system alerting mechanisms.
  • Systems thinking approach to change management, enabling smooth operational transitions when new automation standards or models are deployed across the organization.
  • Experience with formalized talent calibration frameworks and structured performance coaching methodologies focused on driving team excellence.
