The Resource Manager is responsible for operational excellence and execution. They own the assessment process for skill and capability per the project requirements, and then assign team members as appropriate to the need, all while maintaining cost effectiveness across scheduling capacity to meet client deadlines. The Resource Manager will lead, plan, and/or report on initiatives for BV’s strategic and operational planning, specifically with respect to the available flexible resources.

ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other job-related duties may be assigned in conformance with state and federal regulations.

  1. The Resource Manager will lead a team of technical project coordinators and support staff who provide a number of key functions including building staging, data QAQC, project operations, procurement, and preventative maintenance scheduling. They will work with field team leadership on developing new processes for QA/QC support, project staging, project reporting, and visual metric dashboards.
  2. Develop and maintain detailed project plans, timelines, and resource allocation.
  3. Provide advanced project/program data analysis to key stakeholders.
  4. Collaborate with leaders to develop action plans for program risks and opportunities.
  5. Identify and mitigate project risks throughout the project lifecycle.
  6. Foster a culture of continuous improvement to enhance team efficiency.
  7. Forecast project/client needs and navigate accordingly.
  8. Support the project manager in executing complex programs.
  9. Perform special projects assigned by leadership to meet client needs.
  10. Manage internal and external portals for key program milestones reporting.
  11. Manage specialized support staff in procurement, PM scheduling, inventory management and license renewals.
  12. Maintain utilization and billability targets.
  13. Create custom report templates.
  14. Prepare client presentations, summaries, and graphics.
  15. Report database set up and QA/QC (referencing AssetCalc).
  16. Assist with final report issuance and processing (go finals and client delivery support).
  17. Travel to meetings as required (less than 10%).
  18. Directs employees (including full-time, part-time, part-time-as-needed, and Alliance Partners) to fill the company’s staffing needs.
  19. Collecting, organizing, analyzing, presenting, addressing, and resolving field staff concerns and issues. Identify, help create, and review key metrics of staffing resources. Create reports to better understand or predict problems and identify opportunities to improve.
  20. Support the team by managing availability, locations, and qualifications of field staff.
  21. Evaluates capacity on a daily basis and communicates with management regarding the type and location for additional resources.
  22. Identifying recruiting needs to fill staffing gaps.
  23. Works with leadership team to create standardized pricing model for projects.
  24. Works with the software development team to maintain efficiencies of the scheduling application that will assist in managing flexible resources.
  25. Tracks travel expenses to ensure they are within established budget goals. Complies with travel policy and planning.
  26. Updates internal scheduling systems.
  27. Manages department staff by training and coaching employees.
  28. Designs, implements, and/or executes operational and organizational initiatives.
  29. Compare awarded projects with staff list to look for regional support options.
  30. Maintains open communication with management and staff regarding operational matters.
  31. Protects operations by keeping company information confidential.
  32. Delivers outstanding customer service through timely response and proactive solutions to clients’ needs.
  33. Demonstrates BV’s guiding principles in support of the company's strategic goals.
  34. Follows all documented policies, standard operating procedures, and work Instructions applicable to the position and support of BV's quality standards and strategic initiatives.
  35. Maintains safe and clean work area by complying with all procedures, rules, and regulations.
  36. Must be able to meet the physical demands of the job.

SUPERVISORY RESPONSIBILITIES:

Supervises employees in a direct reporting relationship. Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include training employees, planning, assigning, and directing work, appraising performance, addressing complaints, and resolving problems.

Education and/or Experience: Bachelor's degree (B.A. or B.S.) from four-year college or university in related field; minimum of four years of related experience. In lieu of degree, six years of related experience and/or training, or equivalent combination of education and experience.

Certificates, Licenses, Registrations: None required.

Language Ability: Ability to write reports, business correspondence, and standard operating procedures. Ability to effectively present information and respond to questions from clients, peers, and technical field staff.

Reasoning Ability: Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of instructions and deal with several abstract and concrete variables.

Technology Skills: To perform this job successfully, an individual must be proficient in operating a computer, having knowledge of word processing software, spreadsheet software, and project management software.
