ASRC Federal System Solutions is seeking a System Engineer Lead to support the FAA’s Radar System Replacement (RSR) program, the largest and most significant radar modernization effort within the National Airspace System (NAS).
Summary: The System Engineer Lead will serve as a senior technical authority, overseeing engineering development, system design integration, and technical coordination between FAA stakeholders, radar manufacturers, installation teams, and site implementation personnel.
This role is central to ensuring that new cooperative and integrated non-cooperative/cooperative radar systems are successfully designed, integrated, installed, tested, and accepted at FAA facilities across the national radar infrastructure.
The System Engineer Lead will supervise and guide a multidisciplinary engineering team, participate in site surveys, lead site and system design development, ensure technical alignment with OEM radar specifications, and oversee engineering execution from concept through installation and system acceptance.
This position requires deep technical expertise, strong leadership capability, and the ability to coordinate complex engineering activities in support of a compressed, nationwide deployment schedule.
Required Qualifications
- Bachelor’s degree in Engineering, preferably in electrical, mechanical, or systems engineering.
- 5+ years of engineering experience, with at least 1 year in a lead or supervisory capacity.
- Experience with radar systems, air-traffic surveillance systems, or FAA NAS systems.
- Demonstrated experience in system design, integration, testing, installation, or technical field support.
- Ability to interpret engineering drawings, site surveys, electrical/power diagrams, and facility requirements.
- Strong communication skills, including technical writing, briefings, and stakeholder coordination.
- Ability to pass an FAA background investigation (US Citizenship or Permanent Residency required).
Preferred Qualifications
- Experience with FAA radar systems (ASR-8, ASR-9, ASR-11).
- Experience with FAA engineering standards (FAA-STD-002H, FAA-STD-019G, FAA-G-2100J).
- Prior experience supporting FAA infrastructure improvements.
- Experience with communication network infrastructures, such as fiber, copper, routing/switching paths, and establishing or modifying communication links to support system integration
- Professional certifications such as PE, PMP, or relevant radar/telecom certifications.
- Experience leading engineering teams on large-scale deployment programs.
Responsibilities Lead Engineering Integration for the RSR Program
- Serve as the primary engineering lead responsible for ensuring radar system design, integration, and performance comply with RSR program requirements, system specifications, and FAA engineering standards.
- Lead the development, review, and approval of engineering deliverables including Site Survey Report (SSR), System Level Implementation Plans (SLIP), Site-Specific Implementation Plans (SSIP), optimization reports, SAT procedures, design documents, and facility drawings (FAA-STD-002H).
Site Surveys, Facility Design, and Implementation
- Lead and participate in site surveys at FAA radar facilities to determine installation feasibility, facility modifications, power/grounding requirements, cable routing, and demarcation points.
- Direct engineering assessments during surveys, including antenna integration needs, HVAC requirements, power distribution, LPGBS grounding compliance (FAA-STD-019G), and site readiness.
- Develop engineering solutions for integrating new radar systems into diverse legacy facility types (ASR-11, ASR-9/Mode S, etc.).
Technical Coordination with Radar Manufacturers (OEMs)
- Serve as the lead engineering interface between ASRC, radar manufacturers, and FAA technical organizations.
- Review manufacturer design packages, interface control documents, system baseline changes, and ensure compatibility with FAA infrastructure and operational requirements.
- Assess OEM system constraints, COTS components, and performance requirements to ensure compliance with TRL-8/MRL-8 readiness standards.
Engineering Design, Development, and Documentation
- Lead development of detailed system and facility design packages including floorplans, rack elevations, wiring diagrams, power distribution, and communication interface requirements.
- Translate FAA operational needs into optimized design configurations and site-specific implementation strategies.
- Ensure all engineering documentation adheres to FAA standards and RSR data management requirements.
System Optimization, Testing, and Acceptance
- Oversee system optimization activities including adaptable parameter settings, performance tuning, and antenna integration.
- Lead development and execution support for Site Acceptance Test (SAT) procedures and ensure validation of system installation, functionality, and coverage performance.
- Support discrepancy management, root-cause analyses, regression testing, and requalification testing activities.
Risk, Configuration, and Technical Management
- Lead risk identification and mitigation planning for engineering activities, facility modifications, implementation challenges, and integration issues.
- Support configuration management efforts including control of drawings, change proposals, baseline updates, and documentation of as-built configurations.
- Provide senior engineering insight during PMR updates, technical reports, white papers, and engineering studies.
Team Leadership & Technical Oversight
- Supervise and mentor a team of Systems Engineers, Electrical Engineers, and Engineering Technicians.
- Assign and review engineering tasks, provide technical direction, and ensure engineering activities meet schedule, cost, and quality goals.
- Serve as a senior technical point of contact to FAA stakeholders, GOSR site representatives, OEMs, and ASRC leadership.
