We are seeking a motivated Intermediate Foreign Disclosure Representative (FDR) to provide broad support to the Foreign Disclosure and Technology Transfer Division (SAF/OCB) with major emphasis on foreign technology transfer activities. The FDR will be responsible for reviewing export license requests from U.S. industry and providing USAF foreign disclosure officers with analysis and recommendations concerning release parameters. Additionally, the FDR is expected to review and edit Delegation of Disclosure Authority Letters (DDLs), assess the appropriate release of briefings and information to foreign recipients, and to provide support to the Foreign Visits System (FVS). Work is planned to take place in the US Air Force client's agency NCR Offices. Some Travel is required.
Responsibilities
- Performs foreign disclosure functions averaging five (5) events per day as specified below.
- Provides analysis and recommendations on information proposed to be disclosed or released to a foreign nation. This is part of every disclosure decision.
- Provides analysis and recommendations for the disclosure of classified and controlled unclassified information to foreign nationals/organizations pertaining to information and briefings. This is part of every disclosure decision.
- Develops and provides recommendations for export licenses and compliance using the Defense Technology Security Administration (DTSA) USXPORTS SPAN system at an average of five (5) cases per day.
- Provides recommendations of approval for foreign national visits to Air Force bases. This activity varies from five to ten events per day to more than twenty (20) per week.
- Provides analysis and recommendations regarding curriculum elements of the USAF Foreign Disclosure training program provided to Air Force MAJCOM FDOs and their subordinates. Activities increase as required two months prior to scheduled training. This activity is performed an average of six (6) hours a month during this period.
- Reviews and drafts updated DDLs for USAF weapons systems, technologies, information, and training. Two to three events per week at an average of one (1) hour per event.
- Conducts analyses of policies, programs, and strategies regarding foreign disclosure and technology transfers/releases that both enable key elements and partner capabilities in support of the USAF Security Cooperation and Partnership and homeland defense programs. This is part of every disclosure decision.
- Conducts analysis using foreign disclosure and technology transfer policies and guidelines contained in the NDP-1, the ITAR, and other U.S. Government agencies and DoD Directives and Instructions. This is part of every disclosure decision.
- Provides analysis and recommendations requesting exceptions to the NDP-1. Assists as required with an average of three (3) events per month.
- Works efficiently and effectively with the Microsoft Office Suite software applications in day-to-day researching, writing, coordination, and revision of communications materials (briefings, talking points, etc.). Follow prescribed SAF/IA formats and staffing as appropriate. In the absence of specific SAF/IA guidance regarding format, the Contractor will follow the standards outlined in USAF Handbook 33-337, Tongue, and Quill.
- Reads, writes, and communicates professionally & effectively across the civilian and military spectrum from the Action Officer to the General Officer/Flag Officer/SES.
- Performs duties at the Pentagon, Washington D.C. and/or via Government approved telework arrangement
Requirements
- Active Top Secret security clearance with SCI Eligibility
- Education: Bachelor’s Degree with a desired emphasis in an International Affairs curriculum.
- A minimum of five (8) years’ experience with demonstrated effectiveness and success in the mission areas below:
◦ Foreign Disclosure and Technology Transfer, which includes demonstrated work with the National Disclosure Policy (NDP-1). ◦ Security Cooperation ◦ Foreign Visits System
- Must have knowledge and general understanding of the following areas:
◦ Security cooperation and international affairs. ◦ DAF’s roles and missions. ◦ SAF/IA’s role within and relationship towards the USG’s security cooperation community. ◦ The USXPORTS SPAN System.

- DIA Foreign Disclosure certification and Exchange course
