Allegheny Science & Technology (AST) is seeking a SeniorProgram Analyst to provide programmatic, analytical, and stakeholder engagement support to the Department of Energy’s (DOE) Office of Electricity (OE) within the Program Operations and Stakeholder Engagement (POSE) Team. The role supports DOE’s coordination with states and other stakeholders participating in grid modernization initiatives funded under the Infrastructure Investment and Jobs Act (IIJA), including activities associated with the Section 40101(d) Grid Resilience Formula Grant Program.

The Program Analyst assists federal staff with stakeholder outreach, project monitoring, and program coordination activities designed to facilitate collaboration among states, tribes, territories, and federal partners supporting national grid modernization objectives. Responsibilities include synthesizing state project information, developing program documentation and briefing materials, supporting program oversight activities, and coordinating stakeholder engagement initiatives. The position contributes to program analysis, internal reporting, and communication products that inform DOE leadership and support effective program implementation.

State Stakeholder Engagement and Program Coordination

The Program Analyst supports DOE engagement with states participating in grid modernization and resilience initiatives. These activities support DOE’s coordination of grid resilience investments and broader national efforts to modernize and expand electric transmission and distribution systems.

Responsibilities include:

  • Reviewing and synthesizing project information submitted by state grant recipients and preparing concise summary memoranda for leadership review.
  • Updating and revising program documentation based on feedback from program leads and DOE leadership.
  • Tracking project approvals, milestones, and implementation status using established program tracking systems, spreadsheets, and documentation repositories.
  • Supporting DOE staff by preparing briefing materials on project progress, program trends, and implementation challenges.
  • Attending project meetings and documenting key discussion points, barriers, lessons learned, and potential program improvements.
  • Supporting development of fact sheets, briefing materials, and outreach products describing state participation in DOE grid modernization programs.
  • Providing analytical support on programmatic, technical, and financial proposals associated with grid modernization initiatives.

Program Analysis and Reporting

The Program Analyst contributes to the evaluation and reporting of program outcomes and trends related to grid modernization initiatives.

Responsibilities include:

  • Analyzing state project portfolios to identify trends, best practices, implementation challenges, and emerging policy considerations.
  • Preparing analytical summaries and briefing materials for program leadership that synthesize program data and stakeholder feedback.
  • Supporting development of inputs to program reports, including congressional reporting requirements and program performance updates.
  • Assisting with program reviews and coordination activities supporting Annual Lab Review Documents (ALRDs) and other program planning artifacts.
  • Supporting monitoring activities for cooperative agreements and related program investments.

Program Oversight and Compliance Support

The Program Analyst assists DOE staff in monitoring program implementation and supporting compliance activities associated with federal funding programs.

Responsibilities include:

  • Supporting compliance monitoring activities associated with federal program requirements, including coordination related to NEPA reviews and Build America Buy America (BABA) requirements.
  • Maintaining documentation supporting program internal controls, including program plans, process documentation, and risk tracking artifacts.
  • Supporting development of process flow diagrams, program management documentation, and risk mitigation records.
  • Maintaining program documentation to ensure transparency and traceability of program decisions and activities.

Stakeholder Engagement and Communications Support

The Program Analyst contributes to the planning and execution of stakeholder engagement initiatives across DOE grid modernization programs. These activities support DOE’s objective of fostering collaboration among federal, state, tribal, and territorial partners working to modernize the nation’s electric grid.

Responsibilities include:

  • Supporting stakeholder engagement planning and coordination for IIJA initiatives.
  • Assisting with surge support activities related to stakeholder engagement events, workshops, and program outreach efforts.
  • Preparing communications materials, meeting summaries, and coordination documentation for internal and external stakeholders.
  • Supporting coordination across federal offices, state agencies, and other program partners.

Required Qualifications:

  • Bachelor’s Degree and a minimum of seven (7) years of related experience; additional years of experience or post-graduate degrees may be substituted for education or experience requirements.
  • The seven (7) years of experience must include two (2) years of experience supporting the Department of Energy in a similar capacity and three (3) years of experience supporting federal customers in a similar capacity, such as:
    • Experience working with federal energy programs, state energy offices, or electric utility stakeholders.
    • Experience supporting stakeholder engagement initiatives or intergovernmental coordination activities.
    • Familiarity with federal grant programs or cooperative agreements related to infrastructure or energy programs.
  • Knowledge of U.S. energy policy, electric grid modernization initiatives, or state energy programs.
  • Strong analytical, research, and program coordination capabilities.
  • Experience synthesizing technical or programmatic information into clear written summaries and briefing materials.
  • Strong organizational and project management skills with the ability to manage multiple assignments simultaneously.
  • Proficiency with Microsoft Office tools including SharePoint, Teams, Word, Excel, and PowerPoint.
  • Strong written and verbal communication skills, including the ability to summarize meeting discussions and research findings clearly and concisely.

Other Qualifications:

  • U.S. Citizenship is required.
  • Ability to successfully complete a DOE Background investigation.

These include, but are not limited to, relevant work experience, skills, certifications, and competencies that align with the specific role, geographic location, educational background, and contract provisions related to labor categories specific to the position. We are committed to offering a competitive compensation package that reflects the value and expertise that each candidate brings to our team.

The pay range for this position based on full-time employment is $125,000 - $135,000.
