Allegheny Science & Technology (AST) is seeking a Program Analyst to support the Grid Deployment Office (GDO) within the Department of Energy. The Program Analyst will play a key part in engaging with state energy offices and supporting stakeholder collaboration. This position is remote, but candidates must be located within commutable distance of Washington, D.C. This role will support EST standard business hours (8:00 – 5:00 PM EST).

The Grid Deployment Office works to catalyze the development of new and upgraded electric infrastructure across the country by maintaining and investing in critical generation facilities; developing and upgrading high-capacity electric transmission lines nationwide; and deploying transmission and distribution infrastructure and technologies. GDO acts as a partner with states, Tribes, territories, industry, communities, and other energy sector stakeholders to deploy solutions to lower energy costs and improve grid reliability and resilience.

Duties & Responsibilities:

  • Review and synthesize project information provided by state grant recipients into concise memos for leadership approval, using available templates and guidance in Program Manual.
  • Update or revise draft memos as needed based on feedback from 40101d team lead or leadership.
  • Track and document project approval status using existing tracking spreadsheets and folders of record.
  • Brief team lead on project details or themes.
  • Attend project meetings and report back on key barriers, project options discussed, or lessons learned.
  • Analyze state projects to evaluate trends, themes, gaps, and best practices, and produce associated briefing materials.
  • Contribute to fact sheets or other outreach materials related to state participation in the formula grant program.
  • Provide feedback on related financial or technical proposals developed by DOE to support grid modernization.
  • Support program reviews and coordination of ALRD development.
  • Prepare input for Biannual 40101 Congressional Report.
  • Compliance monitoring and facilitation (e.g., NEPA, BABA compliance, etc.).

Required Qualifications:

  • Bachelor’s degree in a relevant field and a minimum of two (2) years related experience.
  • Experience with developing and maintaining project schedules and budgets.
  • Experience interfacing with clients, including both internal and external stakeholders.
  • Experience with energy projects.

Desired Qualifications:

  • Experience preparing and/or reviewing documents in compliance with NHPA and associated regulations.
  • Knowledge of and experience in federal, tribal, and local environmental laws and regulations, as demonstrated through work performed in a previous role.
  • Prior experience supporting DOE is highly desired!

Other Qualifications:

  • U.S. Citizenship is required.

These include, but are not limited to, relevant work experience, skills, certifications, and competencies that align with the specific role, geographic location, educational background, and contract provisions related to labor categories specific to the position. We are committed to offering a competitive compensation package that reflects the value and expertise that each candidate brings to our team.

The pay range for this position based on full-time employment is $70,000 - $80,000.
