Job Summary

Aetos Systems is seeking a highly experienced and strategic Senior Proposal & IDIQ Strategy Manager to lead and drive the full lifecycle of our proposal development process and oversee our Indefinite Delivery/Indefinite Quantity (IDIQ) contract portfolio. This role is critical to our growth strategy, requiring a blend of hands-on proposal management, strategic thinking, process optimization, and team collaboration. The ideal candidate will have a proven track record of managing complex, high-value proposals, developing winning strategies, ensuring compliance, and effectively managing IDIQ vehicles to maximize task order capture.

Key Responsibilities:

Proposal Management & Development

  • Lead and manage the development of large, complex federal proposal responses from kickoff to submission, ensuring adherence to deadlines and quality standards
  • Implement and manage efficient proposal processes, including rapid response capabilities for 5-10 day turn Task Order (TO) responses and RFI Responses
  • Serve as the Proposal Manager on key opportunities, coordinating all resources, schedules, and activities
  • Develop Content for various proposal sections (technical, management, past performance, resumes), ensuring clarity, consistency, and compelling narratives
  • Ensure One Voice and stylistic consistency across all proposal documents through rigorous editing and reviews
  • Write and edit proposal content, ensuring it is Proposal Compliant and aligns with solicitation requirements and evaluation criteria
  • Oversee Graphics Compliance / Editing to ensure visuals effectively support and comply with proposal themes and requirements

Strategy & Compliance

  • Develop and implement overarching Proposal Strategy aligned with corporate goals and specific opportunity win themes
  • Ensure all proposal activities and content are Compliance - consistent with our strategy and win themes
  • Lead and facilitate Go / No-Go / Gate Reviews, providing critical analysis and recommendations
  • Collaborate closely with Capture Managers, Business Development, Technical Leads, and Pricing teams
  • Facilitating Technical Solutioning sessions to develop compliant and compelling technical approaches

IDIQ Management & Strategy

  • Develop and execute the overall IDIQ Strategy, including identifying What IDIQ's do we need? based on market analysis and company capabilities
  • Perform IDIQ Filter activities to prioritize opportunities aligned with strategic goals
  • Provide comprehensive IDIQ Management, overseeing reporting, compliance, and identifying opportunities across the portfolio
  • Lead the development of high-quality, compliant IDIQ TO Responses

Process, Tools & Data Management

  • Develop Processes to streamline proposal development, IDIQ management, and knowledge sharing
  • Manage and maintain the Proposal Database / content repository, ensuring reusable content is current and easily accessible
  • Utilize and potentially manage CRM or Growth Suite Management tools for tracking opportunities and proposal activities
  • Act as a Data Aggregator, collecting and analyzing proposal metrics, pipeline data, and win/loss information to inform strategy and process improvement
  • Contribute to Pipeline Management by providing insights on proposal status, resource needs, and opportunity viability

Training & Collaboration

  • Develop and deliver Internal Training on proposal best practices, processes, and tools
  • Foster a collaborative environment, working effectively across departments to achieve proposal and growth objectives

Requirements

Required Minimum Education

  • Bachelor's degree in Business, Marketing, Communications, English, or a related field.

Required Years of Experience

  • 7-10+ years experience in federal proposal management, development, and strategy.

Required Skills, Qualifications, Technical Experience, etc.

  • Demonstrated success Managing larger Proposal Responses ($25M+) for federal agencies.
  • Proven experience with IDIQ Management, strategy development, and Task Order response leadership.
  • Deep understanding of the federal procurement process, FAR, and agency-specific regulations.
  • Exceptional Proposal Writing, editing, and communication skills.
  • Strong ability to Develop Content that is compliant, compelling, and strategically aligned.
  • Experience leading Go / No-Go / Gate Reviews and Facilitating Technical Solutioning sessions.
  • Proficiency in managing proposal development tools.
  • Experience developing and implementing proposal Develop Processes and managing a Proposal Database.
  • Ability to manage multiple projects simultaneously under tight deadlines, including 5-10 day turn efforts.
  • Strong leadership, organizational, and analytical skills.
  • Detail-oriented with a focus on Proposal Compliance and quality.

Preferred Skills, Qualifications, Technical Experience, etc.

  • APMP Certification (Practitioner or Professional).
  • Experience working with specific agencies (e.g., DoD, DHS, HHS, DoE).
  • Experience as a Data Aggregator for business intelligence or proposal metrics.
  • Experience developing and delivering Internal Training.
