I'm Deputy Chief of Contracting for the U.S. Army Corps of Engineers' New Orleans District, directing contracting for Mississippi River dredging, channel maintenance, and civil works. I lead the government side of REA, VEQ, and change-order claims from identification through negotiated resolution.
I've supported multi-year saltwater intrusion mitigation dredging and nationally significant emergency responses including Hurricanes Ida and Francine. I serve as the principal point of contact for contractors and legal counsel, advising leadership on claims strategy, risk, compliance, and resolution.
Across nearly 20 years in contracting, I've negotiated construction and services disputes exceeding $100M annually, managed portfolios up to $1.2B, and led a 40-person organization. My background spans contract administration, construction claims, modifications, protests, legal review, and contractor oversight.
