Rachel Joy Alcalde

I am a registered nurse with experience in clinical education, public health program implementation, and health facility development. I combine frontline nursing expertise with regional health systems work to improve service delivery and readiness.

In my roles with the Department of Health and as an instructor, I led hospital monitoring and profiling initiatives, rolled out regional tools and trainings, and contributed to pandemic response efforts; I have also published on pandemics and won awards for nurse research and leadership.

I am passionate about teaching, training health workers, and designing data-informed, community-centered solutions. I bring strong stakeholder engagement, program management, and monitoring & evaluation skills to institutions aiming to strengthen clinical services and achieve universal health care goals.
