Duties and Responsibilities

The Governance, Rule of Law, and Peacebuilding Hub, a joint endeavour of the Crisis Bureau (CB) and the Bureau for Policy and Programme Support (BPPS), integrates work across governance, rule of law and peacebuilding (GRP) to substantially improve UNDP positioning and resource mobilisation, global advocacy; advance principled and effective solutions that support accountable, inclusive and effective governance and prevent and respond crisis , and enable peacebuilding and early recovery from crisis, whilst addressing underlying risks. Its work is organised according to the following thematic areas: governance of public goods and services; rule of law and security; human rights; business, human rights, and peace; democratic institutions and processes; peacebuilding; local action; and open and inclusive public sphere. The issues of digital transformation, data for SDG16+, and gender equality are cross-cutting.

An important focus area for UNDP’s governance work is the promotion of an open and inclusive public sphere. Broadly speaking, this work seeks to create the conditions for all citizens, without discrimination to meaningfully participate in public life. A key workstream focuses on removing barriers preventing the meaningful participation in public life of specific population segments with a strong emphasis on young people’s leadership and participation as well as the inclusion of historically marginalized groups.

As the UN’s development arm, UNDP has a clear mandate to support and champion disability-inclusive development. UNDP’s approach to Disability Inclusive Development is grounded in both the Convention on the Rights of Persons with Disabilities and the Sustainable Development Goals as twin frameworks which are mutually reinforcing. Leaving no one behind, including persons with disabilities, is also a key direction of change in UNDP’s Strategic Plan 2022 – 2025. The UNDP Disability Inclusive Development Guidance Note provides guidance on how to include disability in the various areas of UNDP programming and operations.

The Governance, Rule of Law and Peacebuilding Hub is seeking to recruit a Policy Analyst (Disability Inclusion) to support the disability inclusion component under the open and inclusive public sphere portfolio. This work will cover, among others, issues related to the protection and promotion of disability rights and inclusion, the promotion of constructive multistakeholder dialogue and the establishment of effective mechanisms to ensure the inclusion of people with disabilities. The Policy Analyst will serve as global focal point for disability inclusion for the GRP Hub and will carry out a broad range of activities including knowledge management, policy development, and programme support

Competencies

Coordinate effective project planning and implementation.
• Work closely with global, regional and country teams to support the development of programmes on disability inclusion;
• Provide on-demand technical assistance on issues of disability inclusion as requested by regional and technical teams;

Establish partnerships and open channels of communication.
• Guide and support partnership building and liaise with internal and external actors to engage and support initiatives to advance UNDP’s work on disability inclusion;
• Support resource mobilization in the area of disability inclusion by developing funding proposals and other documents;
• Actively engage in UN interagency mechanisms and other for a with a focus on participation and disability inclusion

Facilitate knowledge and capacity building, knowledge sharing and advocacy relevant to the assigned thematic area(s).
• Develop policy, resources and operational tools to support UNDP programming on disability inclusion;
• Document ongoing UNDP work in the area of disability inclusion, including results, lessons learnt and areas for improvement.
• Promote advocacy on development trends and opportunities to collaborate in coordination with the project partners, stakeholders, and UNDP communications staff.

Other duties

Required Skills and Experience

Education:

Advanced university degree (Master's degree or equivalent degree) in Social Sciences, Political Sciences, International Relations, International Development, Human Rights Law, Disability Studies or another related field is required. OR

A first-level university degree (bachelor’s degree) in the areas stated above, with upto two years of qualifying experience will be given due consideration in lieu of the advanced university degree.

Experience:

• Applicants with a Master’s degree (or equivalent) in a relevant field of study are not required to have professional work experience.
• Applicants with a Bachelor’s degree (or equivalent) are required to have up to two (2) years of relevant professional experience in working with persons with disabilities/on issues related to working with persons with disabilities in a range of country contexts.
• Experience in supporting program development and implementation on the rights of persons with disabilities in the context of international cooperation and developing country contexts.
• Proven tracked record of excellent knowledge of the UN Disability Inclusion Strategy (UNDIS) and the UN Convention on the Rights of Persons with Disabilities (UN CRPD).
• Experience in supporting monitoring and evaluation, knowledge management and capacity development in the area of disability.
• Experience working with UNDP, UN or other international organizations
• Experience in multistakeholder dialogue facilitation
• In-depth knowledge of good practice and innovative approaches in promoting disability inclusion in policymaking

Language

• Fluency in English is required. Fluency in an additional UN language an advantage.
