About the role

We have an exciting opportunity to join us as a Global EOD/IEDD Technical Manager. The role will be part of our high performing Operations Group.

Reporting to the Head of Training and Standards, the Global EOD/IEDD Technical Manager is the organisation-wide lead on standards, procedures and training related to the disposal of explosive ordnance and improvised explosive devices.

The Global EOD/IEDD Technical Manager is responsible for leading and developing a group of international and programme-level specialists able to deliver high-quality EOD and IEDD training that conforms to the relevant IMAS qualification frameworks and national standards where applicable.

The Global EOD/IEDD Technical Manager is also responsible for providing advice and operational support to programme teams on disposal operations, as well as quality assurance.

This role requires regular travel to HALO’s programmes (between 10 and 15 weeks of travel per year usually in 2-to-4-week periods of time).

Responsibilities:

Training:

  • Coordinate and lead HALO’s team of technical advisers responsible for the delivery of EOD and IEDD training.
  • Deliver EOD and IEDD training courses.
  • Maintain and develop standard training management plans and materials for IMAS compliant EOD and IEDD courses.
  • Ensure training capacity and instructor scheduling meets programme and external third-party requirements.
  • Implement train-the-trainer courses and certify programme-level EOD trainers as appropriate.
  • Maintain a global register of qualified EOD trainers.
  • Coordinate the participation of instructors from other departments.
  • Ensure that courses are delivered in accordance with the budget.
  • Manage the recruitment of technical advisers and/or identify suitably qualified contractors to meet HALO’s internal and external training requirements.
  • Conduct quality assurance of internal HALO EOD and IEDD training, including post-course reviews.
  • Conduct quality assurance of externally contracted EOD and IEDD training, including post-course reviews.
  • Ensure the welfare, safety and security of training participants.
  • Maintain all materials and records in SharePoint and on Confluence as appropriate.

Operations

  • Maintain and develop HALO’s global standard operating procedures for EOD and IEDD in accordance with IMAS.
  • Conduct quality assurance visits to EOD & IEDD operations.
  • Conduct remote quality assurance of EOD & IEDD operations using HALO’s global operations management information system.
  • Ensure that SOPs are amended to reflect findings from quality assurance reports, near miss reports and accident investigations.
  • Provide strategic level advice to programmes and regions on the design and delivery of EOD/HIEDD projects and programmes.
  • Support programmes in the development of local procedures that conform to NMAS where required.
  • Provide advice to programme teams on complex disposal operations and supervise the development of task-specific procedures where required.
  • Act as ultimate level of referral for EOD and IEDD tasks where required.
  • Maintain a global database of HALO explosive store houses and central demolition sites and their licenses.
  • Maintain EOD and IEDD community of practice with programme EOD leads.

As part of the Training and Standards Department

  • Lead HALO’s contributions to the IMAS review process on EOD and IEDD topics and participate in working groups as required.
  • Engage with other NGOs, research institutes, commercial suppliers and militaries to keep abreast of the latest techniques and equipment.
  • Research new or new to HALO explosive ordnance hazards and produce technical briefings and documentation to support HALO’s operations.
  • Supervise the conduct of trials and production of reports on EOD/IEDD tools or methodology for consideration for adoption by HALO.
  • Provide technical expertise to support accident, incident and near miss investigations.
  • Provide guidance and set standards for programmes and HQ Logistics on the procurement of equipment and supplies for EOD and IEDD operations, including training aids.
  • Collaborate with the wider Transformation Directorate to update training modules to ensure they reflect current best practice and global standards.
  • Understand the evolving training needs of programmes and assisting in the development of course syllabuses and materials accordingly.
  • Seek improvements to the efficiency, effectiveness and quality of HALO training.
  • Any other tasks required and defined by the Head of Training and Standards.

Other

  • Ensure familiarity with and adhere to all HALO policies and procedures.
  • Undertake the role in a manner appropriate to the cultural context and within the local legal framework.
  • Understand and uphold the standards outlined in HALO’s safeguarding policy, acting with due care and attention to safeguard the well-being of anyone that comes into contact with HALO’s work and reporting concerns if they arise.
  • Discharge duties and responsibilities under HALO’s health and safety procedures.
  • Carry out any other duties as directed to meet global standards and operational requirements.

Requirements

The successful candidate will have:

  • An extensive background in conducting EOD and IEDD operations and relevant military and/or civilian qualifications.
  • Experience delivering EOD and IEDD training. Previous involvement in the delivery of training courses based on IMAS EOD and IEDD competencies is desirable.
  • Ammunition storage experience or a technical qualification in ammunition management.
  • Proven experience in project and team management.
  • The ability to develop and produce standard operating procedures.
  • Strong IT and general computer skills (particularly Microsoft Office).
  • Excellent spoken and written communication skills in English.
  • Excellent interpersonal skills – you will need to quickly slot into established teams and work with and train people from a diverse range of backgrounds and cultures.
  • The resiliency and stamina to cope with physically demanding and basic conditions.
  • The proactive nature to be able to identify problems and address them, remain self-motivated, and work independently.
  • The flexibility to adapt to changing circumstances and short notice requests.
  • The personal organisation to successfully manage workstreams and projects across multiple programmes in differing time zones.

In addition, the following are not required, but are advantageous:

  • Knowledge of either Arabic, Spanish, Portuguese, Ukrainian, Russian, or French.
  • Experience with research and development of explosive ordnance disposal or improvised explosive device disposal tools.
  • Experience with technical report writing.
  • Experience using data analytics tools such as Power BI.
  • Familiarity with managing budgets.
  • Experience in grant and contract funding mechanisms.

All HALO staff are expected to undertake the following general duties:

  • Work within the framework of HALO’s core values, promoting its ethos and mission statement.
  • Work towards achieving programme and/or group business plan objectives.
  • Ensure familiarity with and adhere to all HALO policies and procedures and keep informed of HALO activities.
  • Travel overseas as and when required.
  • To discharge duties and responsibilities under HALO’s Health and Safety Procedures which may include Risk and COSHH Assessments and participation in evacuation procedures as necessary.

Our largest operation is in Afghanistan. Over the last thirty-five years, we have cleared landmines from 29 countries and territories. We have destroyed over 1.5 million landmines, over 11 million pieces of large calibre ordnance, and over 200,000 cluster munitions. Around 10,800 minefields have been cleared and 87,316 acres have been made safe from landmines, with another 361,956 acres made safe from unexploded and abandoned ordnance.
