The GG ICR Facility seeks an expert or team of experts to optimise its approach to achieving outcomes by integrating additional measures, processes, and practical tools into project implementation. The objective is to maximise the likelihood that reforms are effectively advanced once GG ICR interventions are completed. The expert will work closely with the GG ICR Facility team to deliver a hands-on practical approach and concrete tools for change management that can be used in real project conditions.

Requirements

  • Over 10 years of experience in change management, organisational management, coaching, or related fields, with the ability to translate these disciplines into practical tools for short-term technical assistance.
  • Proven experience in designing and implementing change-management approaches in public-sector or private-sector reform contexts, ideally in developing or emerging economies.
  • Experience coaching or accompanying teams in real-time project implementation, ideally through pilot interventions or iterative learning processes.
  • Hands-on experience in emerging economies supporting public and private institutions through reform processes, including facilitating stakeholder engagement, navigating political-economy dynamics, and strengthening ownership and commitment.
  • Language skills: fluency in English is required; knowledge of French (na eventually Spanish) is an asset.
  • Ability to systematise approaches and methodologies without creating rigid frameworks, ensuring adaptability to diverse local contexts.
  • Familiarity with EU-funded technical assistance programmes or similar donor-funded facilities is an asset, though not mandatory.
  • Strong understanding of policy reform cycles, including how technical recommendations translate into implementation steps, decision-making processes, and institutional constraints.
  • Excellent facilitation and communication skills, including the ability to work with multiple stakeholders (requesting entities, consultants, donors, implementing partners) and to build trust quickly.
  • Experience in sustainable development and familiarity with the contexts in which GG ICR Facility projects operate, especially in developing countries.
