The Grants Management Specialist shall support the U.S. Department of Interior (DOI), Bureau of Indian Affairs (BIA), Indian Affairs (IA) mission by performing grants administration tasks, including award processing, compliance monitoring, and closeout activities.
Place of Performance/Hours of Operation
Duties to be performed in a remote setting (professional home office) during normal business hours Monday through Friday, except U.S. Federal holidays.
Responsibilities
- Support federal grants management activities under 2 CFR 200, focusing on award processing and timely closeout.
- Perform pre‑award, post‑award, and closeout tasks, including compliance monitoring and reviewing performance and financial reports.
- Review budgets, cost allocation plans, and financial reports for compliance with federal regulations.
- Prepare and process award modifications, analyze recipient capabilities, and ensure adherence to terms and conditions.
- Coordinate and execute closeout procedures, including reconciliations, de‑obligations, and final documentation.
- Provide guidance to program offices on NOFOs, evaluation plans, and award documentation.
- Serve as a subject‑matter resource for program officials, offering recommendations and resolving disputes.
- Monitor recipient performance and advises on corrective actions when needed.
- Support audit readiness by preparing responses to audit findings and compliance reviews.
- Contribute to process improvements and participate in policy and procedure discussions.
- Provide direction to less experienced team members on complex grants management issues.
Qualifications
Three (3) or more years of directly related experience in federal grants management, preferably with the U.S. Department of the Interior. At least one year must be specialized experience equivalent to the federal GS-12 grade level.
- Mastery of federal financial assistance regulations, including 2 CFR 200, and related DOI/IA policies.
- Knowledge of grants management methods and procedures sufficient to administer awards and modifications.
- Ability to analyze recipient financial data and performance reports for compliance.
- Skill in written and oral communications to present analysis and findings.
- Skill in negotiation and resolution of issues with recipients and program officials.
- Ability to manage competing priorities and deadlines with moderate independence.
- Potential ability to analyze difficult grants management issues and identify alternative courses of action.
Security
Employment is contingent upon the ability to pass a pre-employment drug test and a federal security investigation (background check) in order to obtain a U.S. Department of the Interior Public Trust clearance prior to start date.
