The Program Manager, People Operations enhances the efficiency of our talent acquisition function by overseeing systems, ensuring data integrity, and driving process improvements across the hiring lifecycle. Serving as the main liaison between talent acquisition partners and external vendors, this role manages reporting, champions compliance and standardization, and fosters continuous improvement, all while reflecting Lithia & Driveway’s mission of Growth Powered by People.
The Program Manager, People Operations reports to the Manager, People Operations.
Location: Remote, USA
Compensation Range: $60,000 - $75,000 annually
Primary Duties (Responsibilities)
Serve as the primary operational contact for talent acquisition partners and external vendors, providing guidance on systems, processes, and partnerships.
Manage talent acquisition systems and tools, including configuration, troubleshooting, and coordination with People Technology for updates and enhancements.
Lead cross-functional talent acquisition initiatives, collaborating with People & Culture, IT, Compliance, and external partners to drive strategic outcomes.
Monitor and analyze talent acquisition KPI metrics (e.g., time-to-fill, cost-per-hire, candidate quality) to identify trends and recommend improvements.
Oversee internal and external reporting ensuring accuracy and compliance with federal and state regulations.
Ensure data integrity across talent acquisition platforms, maintaining consistency and reliability in candidate and process data.
Develop and maintain standard operating procedures (SOPs) to promote consistency, scalability, and process adherence across locations.
Drive process optimization and standardization, identifying opportunities to streamline workflows and enhance recruiter efficiency.
Lead change management efforts for new systems and processes, including training, communication, and adoption tracking.
Support vendor management activities, including contract renewals, invoice processing, and budget tracking in partnership with Procurement and Finance.
Provide training and user support for talent acquisition systems and tools, ensuring effective utilization and continuous improvement.
Support talent acquisition and onboarding during acquisitions, facilitating data consolidation, system integration, and process alignment.

Qualifications
Skills
Expertise in talent acquisition operations, systems, and workflows with a focus on efficiency, compliance, and standardization.
Proficient in Workday Recruiting, reporting, business processes, integrations, and security roles.
Strong knowledge of talent acquisition metrics/KPIs (time-to-fill, cost-per-hire, candidate quality, source effectiveness) and ability to provide actionable insights.
Skilled in data reporting and analysis required (Excel pivot tables, VLOOKUP, dashboards, and data visualization).
Proven ability to develop and maintain SOPs, document processes, and drive consistency across multiple locations.
Experienced in vendor oversight and contract management, including renewals, service levels, and budget tracking.
Strong capability in change management, including training, communication, adoption tracking, and user acceptance testing (UAT).
Proficient with Microsoft Office Suite (Excel, Word, PowerPoint, Outlook, Teams).
Excellent communication, problem-solving, and stakeholder management skills with a cross-functional mindset.
Detail-oriented with the ability to prioritize multiple initiatives, safeguard sensitive information, and adapt in fast-paced environments.
Education
High School Diploma or equivalent required.
Bachelor’s degree in Human Resources, Business Administration, or a related field preferred.
Experience
3–5+ years of talent acquisition operations and/or HR operations.
Hands-on experience with HRIS and ATS platforms, with Workday strongly preferred.
Proven success in analyzing and optimizing recruitment processes and driving data-driven improvements.
Demonstrated ability to manage talent acquisition vendors (contracts, invoicing, compliance, and performance tracking).
Background in managing scalable cross-functional projects from initiation through completion.
Track record of providing day-to-day operational support for recruiters, hiring teams, and HR partners.
