Senior Executive/ Executive - Marine HR

We are looking for an experienced and energetic Senior Exe/ Executive (Marine HR) for one of our global shipping clients. This person is responsible for coordinating the daily seafarer recruitment activities for the fleet from the company appointed manning offices, assists the Assistant Manager and/ or Manager (Marine HR) to review and forecast manpower requirements, and prepare manpower requirements for the fleet basis internal promotions accounted for.

Responsibilities

Executive

  • Plan, source and coordinate recruitment of ship staff to meet fleet manpower requirements.
  • Process recruitment applications when required for all ship staff positions including Senior Officers and Senior Engineers.
  • Collaborate with designated manning offices globally to ensure their adherence to the following requirements:
    • Companys policies & procedures in Marine HR Department
    • Employed officers and crew to be qualified, experienced and certified as per company and STCW requirements. Additionally, arrange for appropriate in-house courses or external training as needed.
  • Manage interview schedule and arrange interviews with respective Fleet teams.
  • Develop a manpower strategy in conjunction with line manager while ensuring Companys Key Performance Indicators (KPI) and/ or Objectives and Key Results (OKR) are incorporated.
  • Manage, implement and ensure compliance to the manpower strategy.
  • Monitor progress of overall recruitment activities and track status of submitted candidates.
  • Coordinate with manning offices for new applications by discussing with the Fleet Manager regarding the interview process.
  • Coordinate with the manning office for candidates readiness, update their portfolio in Compas, and assign ship staff accordingly.
  • Collaborate with respective fleet teams to build and maintain a strong talent pool.
  • Screen and match candidates profiles against job requirements and company requirements (i.e. rank experience, vessel type, engine type) to ensure suitability.
  • Identify areas for improvements to enhance recruitment process efficiency.
  • Responsible for data accuracy by the team member which includes new applications submitted in the crewing software.
  • Review pending applications to ensure processing time is kept to a minimum.
  • Ensure the assigned fleet has adequate union cover in place.
  • Conduct monthly manpower analysis, projections and prepare monthly and quarterly Marine HR KPI reports.
  • Prepare data pertaining to recruitment for management review as needed.
  • Follow up on all relevant Collective Bargaining Agreement (CBA) terms, conditions, and changes.
  • Assist in preparing annual cadet intake plan and monitor the recruitment programs.
  • Enhance Compas by coordinating with the service provider, manning office, and Marine HR operations to address and resolve any issues in collaboration with the service provider.
  • Liaise with Manning Offices/ Agents for advertisements to be posted on social media platforms (i.e. Facebook, Instagram) and local recruitment shipping news magazine and ensure advertisements are posted as per requirements.
  • Monitor internal social media platform to ensure compliance with company standards, flag inappropriate content to Manager (Marine HR) and engage proactively with seafarers post.
  • Undertake any additional responsibilities as directed by the Marine HR Manager.

Senior Executive

  • Supervise and provide training/ guidance for new executives, when required.

Requirements

  • Degree or Diploma in Maritime Studies, Commerce, Human Resources Management or a related field (or equivalent).
  • Minimum 2 – 3 years (Exe) or 4 – 5 years (Senior Exe) of working experience in a similar corporate role.
  • Sailing experience is an added advantage.
  • In-depth understanding of STCW, MLC 2006, and other relevant maritime regulations, along with proficiency in crew management systems and payroll procedures.
  • Good organizational, communication and interpersonal skills.
  • Proficiency in end-user applications (MS Word, Excel etc.)
  • Strong leadership and team management capabilities (Senior Exe).
  • Ability to thrive in a fast-paced environment.
  • Resourceful, proactive, and result oriented.
