Scope of Work: Senior Health Financing Expert

Program The program was developed from a discussion during the Center for Global Development (CGD) and the Africa Resource Centre (ARC) Working Group who oversees the production of independent analysis, research and policy recommendations on the vital intersection between health financing and supply chain policy. The Working Group aims to bring together the health financing and supply chain communities and disciplines and build a common framework to enable better health system reforms, resulting in more reliable and better financed access to primary health care (PHC) and essential commodities in low- and middle-income countries (LMICs).As health financing systems in LMICs have become more complex, the way PHC commodities are financed and procured has also become more complex. To develop a framework, policy options, evidence and expertise to improve alignment between market shaping, supply chain strengthening, and health financing, a deeper understanding is needed of this complexity.The aim of this program is to develop a granular mapping of the complex ways in which the different functions are carried out and currently aligned (or more often not aligned) in different countries as an input into the Nexus working group. OpportunityThe senior health financing expert, based in Ghana, who will lead the overall development of the methodology for mapping commodity financing systems, which will be applied in 2-3 other countries (Ethiopia and Nigeria), lead a small research team to carry out a document review and stakeholder interviews to inform a national mapping of the organization of commodity financing in Ghana, and prepare a 3-country synthesis analysis. The consult will develop a mapping methodology that can capture variation in health system organization and commodity financing arrangements so that it can inform a cross-discipline vocabulary and the development by the CGD/ARC working group of a workable and generalizable framework that can be populated with evidence and customizable policy options. The mapping methodology should also capture challenges and adverse outcomes that may not commonly be captured in supply chain or health financing assessments.The consultant will develop a brief report with a visual mapping showing the flow of commodities and funds, summarizing the responses to the analytical questions, and identifying key areas of alignment or misalignment, and opportunities to improve policies or make them more explicit for better alignment. The consultant will also prepare a brief report summarizing any generalizable issues across the three countries that need to be captured in the CGD/ARC framework.This is a remote consultancy starting June 10th. The estimated period of performance is 3.5 months (June 10 – August 31, 2025).Responsibilities•Draft a brief methodology note that can be applied in all 3 country mapping exercises.
•For the Ghana case:oReview overall scope and objectives, and carefully familiarize yourself with the available reports and dataoOversee or conduct an in-depth document reviewoOversee the development of a stakeholder interview guideoSupport the research team to identify national and sub-national stakeholder informants oConduct or oversee stakeholder interviews and use transcription and translation software to generate written transcriptionsoOversee the preparation of concise interview summaries in English that capture key themes and insightsoDevelop the final map and report based on the document review and key informant interviews
•For Ethiopia and NigeriaoMeet with research teams and orient them on the methodologyoSupport bi-weekly check-ins to support the research teams as they collect data and prepare the analysis, and facilitate peer learning across the research teams
•Prepare a brief synthesis note with key issues identified across all three countries•Attend regular check-ins with the R4D team, as requested.•Other responsibilities as mutually agreed upon between the consultant and the R4D team.
Milestone and PaymentsThe consultant will be compensated upon receipt of each deliverable outlined below. Deliverables must be delivered and fully approved by R4D to receive payments.
• Develop methodology note – June 25, 2025• Completed document review and interviews, translated transcripts (software-generated) reviewed and cleaned, and summaries of key findings and major insights from each interview – July 15, 2025• Completed mapping of the flow of funds and products through each financing and supply-chain channel, with key financial relationships described (e.g., between each budget holder and supplier/procurer) – August 1, 2025• Brief report for the Ghana mapping exercise and a synthesis note across Ethiopia, Ghana, and Nigeria – August 15, 2025
Required Qualifications· 15+ years of relevant work experience in implementing health systems research and/or policy initiatives, including PHC financing and supply chain commodities · Must currently reside in Ghana and able to legally consult in Ghana. · Demonstrated experience understanding the international health landscape and able to provide comparison from other countries across Africa and Asia· Strong relationships with sub-national stakeholders in the health system · Demonstrated expertise in qualitative analysis, including stakeholder interviews· Excellent verbal and written communication skills· Professional fluency in English
