Job Title: IT Project Manager
Engagement Type: Contract
Location: Pierre and/or Sioux Falls, South Dakota
Salary: Hourly $50-$70 (Based on Experience)
Position Overview
Dhaka Technologies Limited is seeking experienced IT Project Managers to support enterprise-level technology initiatives for South Dakota state government clients. This role will drive large-scale system transformation projects, ensuring delivery excellence across planning, execution, governance, and stakeholder alignment.
The selected candidates will lead complex IT implementations across critical program areas, including healthcare and enterprise systems modernization. This role requires a balance of strategic oversight and hands-on project execution.
Key Responsibilities- Lead cross-functional teams of business analysts, data analysts, developers, and external vendors to deliver enterprise IT projects.
- Manage full project lifecycle activities including planning, execution, monitoring, and closure.
- Define and document business and technical requirements in collaboration with product owners, SMEs, and agile teams.
- Drive successful implementation of large-scale IT transformation initiatives and smaller concurrent projects.
- Ensure alignment of project outcomes with strategic organizational objectives.
- Establish and enforce project governance frameworks, controls, and reporting mechanisms.
- Coordinate development and vendor activities to ensure timely and quality delivery of solutions.
- Support business units in system analysis, UAT planning, and validation of system changes.
- Prepare executive-level reports, dashboards, and risk assessments for leadership decision-making.
- Monitor project scope, schedule, cost, and quality to ensure delivery within approved parameters.
- Identify risks, dependencies, and issues proactively and implement mitigation strategies.
- Mentor internal staff and facilitate knowledge transfer to ensure sustainability of project management functions.
Requirements
Required Qualifications- Minimum 5 Years of Proven track record managing complex IT projects, preferably in enterprise or government environments.
- Strong experience in delivering technology solutions across multiple domains.
- PMP certification or equivalent project management experience is required.
- Solid understanding of software development methodologies including Agile, Waterfall, and DevOps.
- Demonstrated expertise in project governance, risk management, and stakeholder communication.
- Experience working with cross-functional teams and third-party vendors.
- Strong analytical, problem-solving, and decision-making capabilities.
- Excellent communication and reporting skills, with the ability to engage executive stakeholders.
Preferred Qualifications- Experience with healthcare systems, Medicaid platforms, or large-scale public sector IT programs.
- Familiarity with system modernization initiatives (e.g., MMIS or enterprise transformation programs).
- Experience in mentoring or building internal project management capabilities.
