Position Summary:
We are seeking an experienced Senior Business Analyst with deep expertise in public sector procurement and large-scale government technology or process implementation projects. This role will focus on investigating and analyzing the root causes behind the failure of several critical initiatives. You will work closely with internal stakeholders, procurement teams, and project managers to provide clarity, identify systemic issues, and offer evidence-based recommendations.
Key Responsibilities:
- Conduct in-depth root cause analysis on failed procurement and implementation projects within government agencies.
- Review historical documentation, procurement processes, project governance, stakeholder engagement, and vendor performance.
- Facilitate interviews, workshops, and information-gathering sessions with internal and external stakeholders.
- Map and analyze end-to-end procurement and implementation workflows.
- Identify patterns of failure or systemic issues (e.g., scope creep, misaligned expectations, inadequate planning or change management).
- Deliver findings in clear, executive-level reports with supporting data and actionable recommendations.
- Support the design of remediation strategies, process improvements, or organizational change initiatives based on findings.
- 7+ years of business analysis experience, with at least 3 years in public sector procurement or contract management.
- Demonstrated experience conducting root cause or post-mortem analysis on large, complex projects.
- Strong understanding of government procurement processes, regulations, and contract lifecycle.
- Experience with ERP, procurement systems, or large-scale digital transformation efforts in government or quasi-government entities.
- Excellent communication, facilitation, and documentation skills.
- Ability to synthesize complex data into actionable insights for both technical and non-technical audiences.
- Prior experience working with or in state or federal agencies (e.g., departments of health, transportation, education).
- Certification in business analysis (CBAP), procurement (CPPB, CPPO), or project management (PMP, PRINCE2).
- Experience working in highly regulated environments with multiple stakeholders and compliance constraints.
- Background in audit, risk, or quality assurance a plus.
