This is a remote position.

The Systems Analystwill support the Texas Workforce Commission (TWC). This role is responsible for overseeing one or more concurrent projects involving the evaluation of existing and future system capabilities, research into solution alternatives, and the enhancement of system performance. The Systems Analyst will collaborate with customers and IT staff through joint application design sessions to define business requirements and develop software systems requirements. This position requires strong analytical, organizational, and technical aptitude to document business processes, prepare project documentation, and support system configuration. This role will also involve developing test artifacts, conducting User Acceptance Testing (UAT), and assisting with diagnosing and resolving production issues to maintain operational integrity.
Responsibilities
  • Perform analyst work overseeing one or more concurrent projects, including evaluations of existing and future system capabilities and research into solution alternatives.
  • Participate in joint application design sessions with customers and IT staff to define business requirements and develop software systems requirements.
  • Communicate with users to determine requirements for new processes, applications, or modifications to existing processes and applications.
  • Perform system configuration, document business processes, and prepare project documentation with attention to detail and strong organizational skills.
  • Develop test artifacts and conduct testing activities, including the development of System Integration Testing (SIT) and User Acceptance Testing (UAT) test plans and test cases.
  • Work closely with developers to track defects and their resolutions, and assist in diagnosing problems associated with applications.
  • Write detailed specifications for developing or correcting issues to improve system performance and accuracy.
  • Perform deep technical and analytical reviews to analyze system functionality with customers and resolve production issues.
  • Gather, analyze, and generate data visualization requirements in support of data warehouse initiatives.
  • Assist with creating, maintaining, and enforcing global standards, and perform other analysis and documentation tasks as required to support team projects.

Requirements

Minimum Qualifications
  • 4 years of experience with system integrations and data exchange interfaces.
  • 4 years of experience with Microsoft Office Suite, including Excel, Word, and Visio.
  • 4 years of experience analyzing data from a variety of source systems and different database technologies using SQL.
  • 4 years of experience with data mapping and transformation.
  • 4 years of experience with interface and architecture design and documentation.
  • 4 years of experience converting business requirements into technical specifications.
  • 4 years of experience gathering, analyzing, and generating data visualization requirements for a data warehouse.
  • 4 years of experience writing detailed test cases and test scenarios.
  • 4 years of demonstrated understanding of end-to-end systems validation.
  • 4 years of experience writing SIT and UAT test plans.
  • 4 years of experience working on a data warehouse team utilizing both relational and dimensional models, including DB2.
  • 4 years of experience translating requirements into data visualization needs.
  • 4 years of experience with XML, JSON, and API integrations.
  • 4 years of familiarity with REST and SOAP services and secure data exchange methods, including SFTP and certificate-based security.
Preferred Qualifications
  • 2 years of experience with Unemployment Insurance (UI) or workforce systems (highly preferred).
  • 2 years of experience working with SIDES modules, including EVF, ADF, DD, BC, and MPC.
  • 2 years of experience with the Natural programming language.
  • 2 years of experience in public sector delivery.
  • 2 years of experience working directly with the Texas Workforce Commission.
Additional Requirements
  • Candidates must submit to and satisfy a criminal background check as authorized by Texas law prior to placement.
  • Texas-based candidates are preferred.
Work Location and Schedule
Location: 101 E. 15th Street, Austin, Texas 78778
Schedule: Monday through Friday, 8:00 AM to 5:00 PM CST, excluding State holidays.
Work Arrangement: Remote; In office presence may be required with a minimum of 72 hours notice.
