Tract is a team of digital infrastructure experts dedicated to accelerating responsible data center growth by developing master-planned data center parks with access to pre-positioned power and fiber in key markets where hyperscale and AI demand is going. Our approach is collaborative with governments, utilities, cities, and regions to ensure development is targeted for the optimal locations to maximize the economic development benefits for the community while being good stewards of the land and minimizing the impact on neighbors.

Senior Director, Energy & Infrastructure Policy– Europe

Tract is part of Tract Capital Management; a global investment platform focused on strategic digital infrastructure. Together with its sister company Fleet Data Centers, Tract forms part of an integrated model that aligns land, power, and digital infrastructure delivery to enable the next generation of hyperscale and AI campuses.

This position is remote, with flexibility to be based in Berlin, another major German city, Amsterdam, London, or Madrid.

Position Overview

Tract is in search of a German fluent Senior Director, Energy & Infrastructure Policy to join our European team, reporting directly to the Vice President, Energy Strategy & Origination (Europe). This senior role will lead Tract’s policy engagement focused on energy and utilities-while also monitoring and influencing the broader policy landscape affecting digital and AI infrastructure.

The position will focus on establishing and managing relationships with governments, regulators, and utilities to enable grid access, transmission capacity, and regulatory alignment for Tract’s investments, while maintaining visibility on adjacent policy frameworks such as the UK’s AI Growth Zones, the EU AI Action Plan, and national data-center or industrial-strategy initiatives.

As a senior member of the Energy Strategy & Origination organization, the role works closely with the Origination Strategy, land strategy, and deal teams, ensuring that energy, infrastructure, and policy pathways are fully integrated into Tract’s market development and project delivery efforts. The successful candidate will combine deep understanding of European energy systems and regulation with fluency in digital-infrastructure policy and the ability to position Tract as a credible partner to both energy and technology policymakers.

Responsibilities

  • Lead Tract’s engagement strategy with governments, regulators, and utilities to secure grid access pathways and supportive policy conditions for large-scale data center development.
  • Monitor and analyze evolving datacenter, digital-infrastructure, and AI policy frameworks in Europe and the UK—such as the DSIT AI Growth Zones, the EU AI Action Plan, and national industrial-strategy initiatives—and assess their implications for Tract’s investments.
  • Build and manage networks across ministries, regulators, and transmission operators, facilitating senior Tract participation in high-level meetings, workshops, and consultations.
  • Anticipate and interpret policy developments affecting power availability, transmission reform, permitting, and the broader digital-infrastructure ecosystem.
  • Develop and maintain active relationships with BNetzA, BMWK, TSOs (50Hertz, Amprion, TenneT, TransnetBW), Ofgem, National Grid ESO, Nordic TSOs, and relevant ministries and trade associations.
  • Represent Tract in consultations and policy dialogues, ensuring alignment between regulatory and infrastructure developments and Tract’s strategic priorities.
  • Partner with the land strategy and deal teams to integrate energy, policy, and regulatory pathways into site acquisition, permitting, and project development.
  • Collaborate with the Origination Strategy team to translate regulatory and policy insight into clear business implications, reporting, and executive materials.
  • Deliver structured outputs, including consultation calendars, regulatory and policy impact briefs, stakeholder engagement plans, and market-intelligence packs.
  • Coordinate with internal and external advisors to ensure consistent and proactive participation in regulatory and policy processes.
  • Track and deliver KPIs, including:
    • Regulatory and policy milestones achieved (consultations, legislative inputs, hearings).
    • Power access pathways identified and advanced with utilities/TSOs.
    • Stakeholder-engagement cadence (meetings, workshops, consultations).
    • Timely delivery of impact notes and policy updates to leadership.

Experience

  • 12+ years of experience in the energy, utilities, or infrastructure sector, with a strong focus on regulation, transmission, or large-load development.
  • Demonstrated experience engaging with government, regulatory, and policy bodies to enable infrastructure investment.
  • Native or fluent German speaker with excellent English; additional European languages a plus.
  • Established relationships with German ministries, regulators, and TSOs, with capacity to extend this network across Europe.
  • Background may include one or more of the following:
    • Energy OEMs or industrials (e.g., GE, Siemens, ABB...) in policy, regulatory, or market-development functions.
    • Renewable developers or utilities (e.g., RWE, Vattenfall, Ørsted, Iberdrola, Statkraft) involved in transmission, permitting, or market strategy.
    • Datacenter or hyperscaler energy teams with regulatory and utility interface responsibility.
    • Energy or digital-policy roles combining government-affairs and commercial execution.
  • Familiarity with EU and UK energy and digital-infrastructure regulation, permitting frameworks, and transmission-planning processes.
  • Ability to synthesize regulatory, commercial, and policy inputs into actionable recommendations for senior decision-makers.

Required Traits and Skills

  • Responsible, ethical, and collaborative mindset with strong ownership.
  • Detail-oriented and precise, capable of operating to private-equity standards.
  • Strategic thinker who can connect policy and regulatory frameworks with commercial impact.
  • Excellent communication and interpersonal skills; able to build credibility and facilitate senior-leadership engagement.
  • Self-starter who thrives in ambiguity, manages multiple priorities, and drives progress independently.
  • Culturally agile, able to work within a U.S.-headquartered investment platform while engaging effectively with European institutions.
  • Curious, adaptable, and pragmatic in navigating both energy and digital-infrastructure policy landscapes.

Location and Travel

  • This is a remote position, where candidates can work from Germany (ideally Berlin), London, Madrid, or Amsterdam. Other capital cities in Europe will be considered. In an increasingly digital and interconnected world, the demand for data has exploded, creating an urgent need for the infrastructure to support it. Recognizing the long-term growth trajectory of cloud computing and artificial intelligence, a team of seasoned digital infrastructure experts came together to form Tract. Their journey began with a clear vision: to accelerate the development of responsible data center infrastructure, strategically located and developed in harmony with surrounding communities. The founders understood that the traditional, often opportunistic, approach to finding and developing land for data centers was becoming a bottleneck, fraught with inefficiencies and potential conflicts with local stakeholders. They envisioned a new paradigm, one built on proactive, long-term planning and collaboration.

What started as a forward-thinking concept has evolved into a leading force in the acquisition and development of master-planned data center parks. Tract's mission is to provide hyperscalers and wholesale data center developers with a clear and predictable path to growth. By identifying and securing large-scale land parcels in key markets, Tract de-risks the development process. They undertake the complex and time-consuming work of pre-positioning essential utilities like power and water, securing zoning and entitlements, and ensuring robust fiber connectivity. This 'shovel-ready' approach provides their partners with the speed and certainty required to meet the relentless pace of demand. Tract's narrative is not just about land and infrastructure; it's about building a sustainable digital future. They are committed to being good stewards of the land and forging lasting partnerships with municipalities, working collaboratively to ensure that the immense value generated by data centers—from high-paying jobs to a strengthened tax base—benefits the entire community.
