Overview

The Nebraska Department of Health and Human Services (DHHS) Data Office is seeking an experienced Power BI Developer to support the creation of high-quality, user-friendly dashboards, reports, and analytical products that drive data-informed decision-making across the agency. This role works within a modern enterprise data ecosystem centered on Snowflake and governed data assets, transforming curated datasets into trusted, accessible Power BI visualizations and semantic models.

As a key contributor to DHHS’s analytics modernization efforts, the Power BI Developer plays a critical role in shaping how data is modeled, interpreted, and presented to business users. By partnering closely with business leaders, product owners, data engineers, subject-matter experts, and quality analysts, this position delivers scalable, high-quality analytics solutions using agile methodologies. The work directly supports programs and initiatives serving Nebraska’s most vulnerable populations, improving health outcomes, operational efficiency, and transparency through actionable insights.

Key Responsibilities

  • Design, develop, and maintain high-quality Power BI dashboards, reports, and semantic models to support operational, programmatic, and strategic business needs
    • Leverage curated datasets and Snowflake sources to deliver scalable and governed analytics solutions
    • Build and optimize Power BI data models, including relationships, star schemas, measures, and calculations using DAX
    • Implement business logic, KPIs, and time intelligence within Power BI
    • Perform data shaping, profiling, transformation, and validation using Power Query, SQL, and Snowflake to ensure data quality and reliability
    • Collaborate closely with product owners, data engineers, architects, and subject-matter experts to understand requirements and improve data products
    • Translate business requirements into intuitive, performant, and maintainable BI solutions
    • Participate in Agile processes including sprint planning, backlog refinement, and iterative delivery
    • Apply best practices for Power BI including workspace design, security, performance optimization, version control, documentation, and deployment
    • Test and validate dashboards and data models to ensure accuracy, usability, and performance expectations are met
    • Provide support, training, and mentoring to business users and super users on Power BI usage and analytics best practices
    • Serve as a champion for data literacy, modern visualization standards, and self-service analytics
    • Develop and maintain technical and business documentation for dashboards, data models, and sources

Required Qualifications

  • Bachelor’s degree in Information Systems, Computer Science, Data Analytics, or a related field, or equivalent professional experience
    • 5+ years of hands-on experience developing enterprise-level dashboards and reporting solutions using Power BI Desktop and Power BI Service
    • Strong expertise in building and optimizing Power BI semantic models, including star schemas, relationships, and performance tuning
    • Advanced proficiency with DAX for measures, KPIs, and analytical calculations
    • Strong experience writing SQL to query, validate, and transform structured data sources
    • Proficiency with Power Query for data transformation and shaping
    • Experience working in governed analytics environments with standards, documentation, and security
    • Proven ability to translate business needs into scalable business intelligence solutions
    • Strong communication and collaboration skills with both technical and non-technical stakeholders
    • Familiarity with Agile project delivery and SDLC practices
    • Ability to manage multiple priorities in a fast-paced environment


Preferred Qualifications

  • Experience with Snowflake as a primary analytics data source
    • Experience working with curated datasets and shared enterprise semantic models
    • Experience supporting self-service analytics programs
    • Experience in healthcare, public health, Medicaid, government, or regulated environments
    • Familiarity with dashboard usability design and visualization best practices
    • Experience incorporating GIS or spatial data into Power BI


Helpful (Not Required)

  • Understanding modern data architectures such as medallion (bronze, silver, gold) design
    • Exposure to Python, R, SAS, or other analytical tools
    • Proficiency with Microsoft Office tools (Excel, PowerPoint) for supplementary reporting and presentations
