Scope of Eligibility

Open to permanent DEP employees in a competitive title who work in the Division of Human Resources and meet the requirements below.

Description

Under the limited supervision of a Personnel Assistant 1 or other supervisory official in a state department, institution, or agency, performs moderately difficult personnel work pertinent to one or more major personnel program areas such as classification, recruitment, personnel orientation and training, personnel research, administrative services, employee counseling and personnel services, and management assistance; does other related duties as required.

Specific to the Position

Position 1: Responsible for recruitment and promotional actions for DEP Programs. Reviews the credentials of all potential candidates to confirm that Civil Service requirements are met before appointment. Check for existing promotional packages or special/promotional lists when action is entered into HARP by Program and complete NOVs accurately. Ensure appointments are made timely, and that letters and PAWs are completed accurately, and PAWs are delivered to PMIS before cutoff. When promotional lists promulgate, send a copy to the AC Rep, ensure they are certified per Program's wishes as soon as possible and disposed of by the disposition date, and that all CSC rules, regulations and processes are followed. Keep AC Reps informed of the status of their employees and send copies of appointment letters timely.

Position 2: Employee is responsible for working with programs to hire interns, plan and develop high school work development program and implement program; work with schools to develop partnerships. Research and select job fairs to attend, compile data from fairs and stay connected with attendees via emails and social media outreach. This role is vital to establish procedures within the Bureau of Human Resources Operations and enhance outreach and recruitment for the department.

Requirements

Applicants must meet one of the following or a combination of both experience and education. Thirty (30) semester hour credits are equal to one (1) year of relevant experience. Six (6) years of professional experience in the personnel program of a public or private organization. OR Possession of a bachelor's degree from an accredited college or university; and two (2) years of the above-mentioned professional experience. OR Possession of a master's degree in business administration, personnel administration, public administration, management, or other related field from an accredited college or university; and one (1) year of the above-mentioned professional experience. NOTE: "Professional experience" refers to work that is creative, analytical, evaluative, and interpretive; requires a range and depth of specialized knowledge of the profession's principles, concepts, theories, and practices; and is performed with the authority to act according to one's own judgment and make accurate and informed decisions. NOTE: All U.S. degrees and transcripts must be from an accredited college or university. All foreign degrees and transcripts must be evaluated for accreditation by a recognized evaluation service by the closing date of this posting. Failure to provide documentation may result in ineligibility.

License: Appointees will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform the essential duties of the position.
