We are seeking an experienced SOC Program Manager to lead and oversee complex cybersecurity operations, ensuring effective delivery of technical services and program performance. In this role, you will manage contractor personnel, oversee task orders, and provide hands-on leadership for federal IT and cybersecurity initiatives. You will coordinate cross-functional teams, support strategic planning, and maintain high standards of quality, compliance, and operational efficiency. The ideal candidate will have extensive experience with cybersecurity operations centers, project management, and federal regulatory requirements, and be capable of managing multi-location teams and hybrid cloud/on-premises environments. This position offers the opportunity to drive mission-critical cybersecurity programs in a collaborative and high-impact environment.
Accountabilities:
- Lead day-to-day management of contractor personnel and task order performance, including technical delivery and program P&L.
- Oversee operations of 24/7/365 SOCs, ensuring high performance across hybrid environments spanning on-premises and cloud infrastructures.
- Manage program schedules, deliverables, and compliance with federal standards, including NIST, FISMA, OMB, and GAO requirements.
- Collaborate with cross-functional teams to develop and implement information security plans, solutions, and strategic initiatives.
- Track program performance, provide risk assessments, and present status reports and executive-level briefings.
- Facilitate requirements gathering, solution development, and performance metrics monitoring to ensure timely, high-quality project completion.
- Mentor and lead project teams across multiple locations, promoting best practices and operational excellence.
Requirements
- Active Secret or Top Secret Clearance.
- Project Management Professional (PMP) certification or equivalent.
- 15+ years of related experience, with 8+ years in cybersecurity or 10+ years in cybersecurity project management.
- Bachelor’s degree or equivalent experience (additional 4 years of experience may substitute).
- Experience designing and implementing enterprise-wide information security plans across complex IT environments.
- Proven ability to manage personnel across multiple locations and interface with senior customer stakeholders.
- Expertise in Governance, Risk, and Compliance (GRC) frameworks and federal IT policy.
- Strong leadership, communication, problem-solving, and quality assurance skills.
- Experience with executive presentations, program reporting, and strategic planning.
Preferred Experience:
- CISSP, CISM, CISA, or other relevant cybersecurity certifications.
- Familiarity with SEI CMMI, ITIL methodologies, and federal IT best practices.
- Experience managing large programs of 50+ personnel.
