FHI 360 is the implementing partner for a new GE Aerospace Foundation $30 million workforce development program, Lifting Futures. The Lifting Futures program will address the shortage of trained advanced manufacturing workers in the aerospace industry by (a) increasing the number of workers trained in advanced manufacturing careers; (b) leaving engaged communities more ready to support expanded workforce development programs in the aerospace advanced manufacturing sector; and (c) generating knowledge on how to close the labor gap in aerospace manufacturing.

Lifting Futures formally launched in April 2026 with an announcement of the first five communities selected to receive grants through the program. An additional 5-6 communities will be selected by end of 2026. Grants could include support for (1) campaigns that improve the reputation of advanced manufacturing jobs and excite prospective trainees; (2) recruitment activities to direct potential participants to register for training programs; (3) efforts to reduce barriers to enter training institutions and programs; (4) capacity expansion initiatives, including additional classrooms and equipment, that enable training programs to enroll more students; and (5) activities to increase the resources and services students need to increase graduation and job placement rates from training programs. Across all communities, grants may also be available for local alliances, associations, and other trade groups to promote community engagement in aerospace advanced manufacturing.

The Program Officer will provide a range of project management, communications and administrative support to contribute to the overall and quality implementation of Lifting Futures. The Program Officer will report to the Project Director.

Job Responsibilities

  • Provide overall project management support to the Lifting Futures project team, helping to ensure that the project meets it objectives:

    • Maintain, review, and contribute to project work plans, calendars, distribution lists, team files and team dashboards;

    • Plan for and scheduling meetings and lead logistics for team travel;

    • Track key action items and critical milestones, coordinate with project team members to ensure timely completion of tasks;

    • Advise on and co-create project analytical tools (risk trackers, decision log, etc.)

  • Draft inputs and updates to core team documents (ie project description) and client deliverables (ie power point presentations, summary reports)

  • Support compliance with GE Aerospace, FHI 360 and project policies

  • Support development and implementation of a communications plan for the project

  • Other admin and special project duties as assigned, based on project needs and areas of expertise/interest. May serve as primary coordinator for specific project components.

Minimum Qualifications:

  • Bachelor's Degree or its International Equivalent in a relevant field such as public policy, international development, education, workforce or economic development, communications, business administration or a related discipline.

  • Minimum of 4 years of relevant experience supporting projects or programs, including coordination of workplans, meetings, deliverables, or cross-functional teams.

  • Strong written communications skills, including experience drafting or contributing to reports, presentations, briefs, or internal project documentation.

  • Proficiency with Microsoft Office applications (Outlook, Word, Excel, PowerPoint), including experience producing project trackers, presentations and written deliverables. Experience working with shared document platforms (SharePoint, Teams, OneDrive) preferred.

  • Prior work experience in a non-governmental organization (NGO), government agency, or private organization.

  • Demonstrated interest or experience in US and/or international education, workforce development, or economic development programs.

Preferred Qualifications:

  • Project management or similar certification

  • Experience supporting donor- or grant-funded projects

  • Experience supporting programs larger than $1M.

  • Less than 10%

The expected US-based hiring salary range for this role is listed below. FHI 360 pay ranges represent national averages that vary by geographic location. When determining an offer amount, FHI 360 factors in multiple considerations, including but not limited to: relevant years of experience and education possessed by the applicant, internal equity, business sector, and budget.

Base salary is only one component of our offer. FHI 360 contributes 7% of monthly base pay to a money purchase pension plan account. Additionally, all US based staff working full-time, which is calculated at 40 hours/week, receive 18 days of paid vacation per year, 12 sick days per year, and 11 holidays per year. Paid time off is reduced pro rata for employees working less than a full-time schedule.

US-Based Hiring Salary Range: USD 65,000 - 75,000 annually
