About the role:
Bixal is seeking an experienced Engineering Lead to provide technical leadership for the design, development, operation, and continuous improvement of enterprise digital platforms supporting the Head Start Information and Communications Center (HSICC). This role supports high-visibility, public-facing websites and applications that must be secure, scalable, accessible, and user-centered.
In this role, you will lead cross-functional Agile teams, oversee DevSecOps practices, and partner closely with product, UX, content, and project leadership to deliver iterative solutions aligned with federal digital service standards. This position plays a critical role in ensuring technical quality, system reliability, and compliance across all environments.
This is a full-time position contingent on contract award. You’ll have the opportunity to join a project that directly supports Bixal’s mission of improving how government serves people. While the project has a defined timeline, we believe in open communication and proactive career support. You’ll be kept informed of contract status — and we’ll be here to help you grow into what’s next, whether within this project or beyond it.

Compensation:
The salary range for this role is $145,000 – $155,000. In the spirit of transparency, most offers tend to land near the midpoint of the range. We make compensation decisions thoughtfully, considering your experience, the skills you bring, and our commitment to internal equity. Fairness and transparency are core to how we operate.
Responsibilities:
Technical Leadership & Delivery
Lead engineering planning and execution for Drupal-based websites and supporting applications.
Guide system architecture, code quality, performance optimization, and scalability.
Oversee DevSecOps practices including CI/CD pipelines, automated testing, and secure deployments.
Support ATO maintenance and security documentation.
Agile & Cross-Functional Collaboration
Participate in and lead Agile ceremonies including sprint planning, reviews, and retrospectives.
Partner with Product, UX, Design, and Content Leads to translate requirements into technical solutions.
Mentor engineers and support continuous improvement across delivery teams.
Compliance & Operations
Ensure solutions meet Section 508, WCAG, USWDS, and federal security requirements.
Maintain technical documentation, release notes, and repositories.
Perform additional tasks and duties as assigned.
Qualifications:
Bachelor’s degree in computer science or related field plus at least 8 years of related Software Engineering and DevOps Experience.
Demonstrated experience leading Agile engineering teams in federal or regulated environments.
Strong experience with Drupal, modern web technologies, and cloud hosting.
Demonstrated experience with DevSecOps, CI/CD, and automated testing frameworks.
Experience supporting ATO processes and federal security requirements.
Strong communication and leadership skills.
Must be able to obtain and maintain a Public Trust security clearance.
Nice to Have Skills and Experience:
Experience supporting HHS, ACF, or other federal digital service programs.
Familiarity with bilingual or multilingual digital platforms.
