The Chief of Party will provide strategic and technical leadership of SMART. Serving as the principal liaison with USAID, key government officials, and other key stakeholders, they will oversee all staff, adaptive coordination of activities and the technical inputs of partners across components, financial management, and monitoring, evaluation, and learning.

Your Background & Skills

  • Master’s degree in the social sciences, public policy, law, international studies, community development, media and communications, cybersecurity, business, international development, or other equivalent professional degree. A bachelor’s degree with two (2) additional years of relevant experience beyond the minimum required years of work experience may be considered in lieu of an advanced degree.
  • Ten (10) years of related work experience in managing donor-supported programming that occurred in the country of focus in the relevant areas of democracy, human rights, and/or governance, with substantial experience relevant to activity objectives. The COP does not necessarily need to have experience living or working physically inside the country of focus.
  • Demonstrated experience working with and empowering local partners and traditionally marginalized groups.
  • Demonstrated record of achieving results through sustainable efforts involving local and regional organizations and actors; innovative and experimental programmatic approaches; applied and iterative technical learning; flexible and adaptive programming; and the mainstreaming of safety, security, diversity, and inclusion considerations into technical and operational project management.
  • Demonstrated experience of working with and connecting beneficiaries and partners in various formats and locations and cross-regionally including online, in-person, inside and outside the country.
  • English proficiency is required. Working knowledge of Russian language is an asset.
  • Strong oral and written communication skills.
  • You must have unrestricted authorization to work in the United States.

Your Daily Tasks

  • Oversee compliance with all host-country laws, regulations, taxes, and reporting requirements.
  • Provide strategic and technical leadership to SMART, overseeing all staff and activities to identify efficiencies, maximize results, and ensure that implementation is on schedule, within budget, and responsively adapting to changes and lessons learned throughout; oversee the work planning process.
  • Provide leadership and technical guidance in integrating gender equity and social inclusion approaches throughout SMART, ensuring the engagement of youth – young women, youth from ethnic minority groups, youth with disabilities, etc. in the development and implementation of workforce solutions.
  • Serve as the principal liaison with USAID, as well as with key government officials, other donors and implementers, and Alliance actors for each target sector. Leverage relationships with these key stakeholders to engage them in strategic convenings during PSWD that support the exchange of lessons learned.
  • Represent IREX publicly and support its organizational development
  • Oversee program financial management, compliance, monitoring and evaluation, and reporting of program activities, and facilitate learning across activities and amongst key stakeholders.
  • Guide coordinated activities across components, maximizing the technical expertise of all consortium partners, to create seamless support throughout SMART.
  • Travel to DC and internationally at regular intervals, when required.
  • Other support duties as needed.
