The Cardiovascular Health (CVH) unit at RTSL provides technical assistance in developing cardiovascular disease prevention programs to help countries improve their people's heart health. Working with our partners to improve the control of high blood pressure, reduce salt intake, and eliminate transfat from the global food supply, the CVH team has helped save countless lives from cardiovascular disease.

Position Summary

Resolve to Save Lives is seeking a Diabetes Consultant, Cardiovascular Health, to support our global efforts to integrate diabetes and hypertension management at the primary health care level.

The Diabetes Consultant will support Resolve to Save Lives technical staff and partner organizations to provide technical assistance and develop technical products to improve primary care delivery for diabetes in RTSL-supported integrated hypertension and diabetes programs in focus countries.

The Diabetes Consultant will work under the guidance of, and report to the Chief Medical Officer for Performance Improvement and the Global Director of Hypertension Control.

Duration

Part-time, 3-6 months

Core Tasks and Activities

The diabetes consultant will be responsible for duties such as but not limited to the following:

  • Capacity Building:
    • Develop diabetes content for training modules for National and Sub-national Program Managers Training Curriculum on topics including but not limited to: WHO HEARTS-D technical package pillars, simple diabetes treatment protocols, information systems, supervision, monitoring and program review
    • Develop diabetes content for health care workers training on diabetes screening, measurement, diagnosis, and treatment according to simple treatment protocols for the primary care level including job aids and technical guides (e.g. 1-page simplified glucose measurement and screening guide). The consultant may be involved in delivering trainings in Training of Trainers (ToT) programs.
    • Develop FAQs to support program managers in advocacy with state and national governments for example, to adopt integrated simple treatment protocols
    • Contribute technical content to writing programmatic and policy briefs
  • Simple, Integrated Treatment Protocols:
    • Provide technical assistance to focus countries on development or revision of existing diabetes protocols to integrate statins, blood pressure control, and newer diabetes medications (SGLT2 inhibitors, GLP1 receptor agonists) where they are available and affordable in the public sector
  • Monitoring and Quality Improvement
    • Provide technical support and contribute to guidance documents for countries to improve diabetes care delivery through supervisory tools and data reviews for quality improvement
  • Roadmap for Action
    • Provide recommendations to RTSL to inform future programming to advance integrated diabetes care delivery at the primary care level in focus RTSL-supported countries, and co-develop roadmap of priority activities for the next 1-2 years in partnership with the RTSL Chief Medical Officer for Performance Improvement, Cardiovascular Health

Contract Deliverables

The Diabetes Consultant will be expected to prepare the following deliverables:

  • Diabetes content for training modules
  • FAQs relating to statins, SGLT2i inhibitors, and other diabetes detection and treatment questions
  • Simple treatment protocols in collaboration with country partners and RTSL design team
  • Diabetes implementation toolkit: including additional technical products relating to above listed topics

Qualifications

Experience:

  • An advanced degree in medicine or advance practice nursing with a focus on primary health care delivery. Public health degree is desirable.
  • Five years experience working in primary care settings delivering care for diabetes and hypertension. Experience with low and middle-income countries is desirable.
  • Demonstrated knowledge of healthcare delivery addressing noncommunicable diseases is desirable
  • Track record of completed products and technical assistance in the field of non-communicable diseases

Skills abilities:

  • Strong writing, analytical, and problem-solving abilities.
  • Demonstrated ability to work quickly under pressure and deliver against tight deadlines whilst maintaining high quality of work

Conditions of work

  • The consultant will work closely with RTSL staff and will report against the above scope of work on a monthly basis to the RTSL Chief Medical Officer for Performance Improvement, Cardiovascular Health
  • The consultancy will not require travel, but the consultant will be expected to join web conference calls during US East Coast working hours and may require communication with select countries and discussions with other experts
  • The consultant is expected to use his or her own computer or other equipment required for this work
  • Zoom teleconferences with RTSL staff will be arranged by RTSL staff using RTSL accounts
  • Access to journals will be provided by RTSL
