The Contracts Manager will manage and coordinate activities involved in the administration of contracts, subcontracts, and purchase orders in accordance with federal regulations, including the Federal Acquisition Regulation (FAR), the Defense Federal Acquisition Regulation Supplement (DFARS), and Cost Accounting Standards (CAS), company policies and procedures, and appropriate standard business practices.

This position has an option to be remote.

WHAT YOU WILL DO:

  • Monitor every phase of contract performance through contract termination, ensuring compliance with pricing certifications and other applicable cost principles. Reviews proposals and evaluates compliance with applicable requirements and regulations. Provides guidance to business development, sales, capture and proposal management staff on contract administration, cost principles, pricing strategies, and applicable government regulations.
  • Ensures the early identification and mitigation of contractual risk, as well as the review and resolution of issues affecting CHI’s compliance with contracts, government regulations, and internal directives and procedures.
  • Oversees federal government contract administration activities, with emphasis on adherence to contract requirements and FARs, DFARS, and CAS.
  • Ensures compliance with all US Government contract reporting requirements.
  • Reviews contract/subcontract modifications and proposals for completeness and accuracy.
  • Develops and implements procedures for contract management and administration in compliance with company policies and government cost accounting requirements. As appropriate, contributes to or influences company policies.
  • Monitors compliance by company employees with established procedures.
  • Assists in coordinating efforts across multiple business functions to ensure amendments, change orders, and other agreements and documents comply with CHI’s contracts as well as applicable government policies and procedures.
  • Works with finance and legal departments to ensure adherence to broader legal, finance, and risk requirements such as CAS compliance, pricing certifications, revenue recognition, export controls, etc.
  • Supports business development and sales departments to ensure company products and services are offered with competitive and compliant terms and conditions.
  • Monitors compliance with both government and commercial contracts post-execution, including tracking and reporting on milestones, deliverables, performance obligations, and other ongoing requirements.
  • Works with business teams to resolve non-compliance and ensure obligations are met throughout the contract lifecycle.
  • Ensures contract close-out, extension, or renewal.

WHAT WE NEED FROM YOU:

  • 3+ years of experience with US Government contracts.
  • Knowledge of and skills in application of procedures in federal government contracting and procurements, including the FARs, DFARS, CAS, and TINA.
  • Certified Federal Contracts Managers (CFCM) preferred.
  • Aerospace industry experience preferred.
  • Requires excellent oral and written communication skills.
  • Strong customer service skills and the ability to deal with difficult customers or situations in a positive and professional manner are required.
  • Attention to detail and ability to resolve problems are essential to this position.
  • Must be able to work independently and in a team environment and consistently produce results.
  • Must meet International Traffic in Arms Regulations (ITAR) as a U.S. Person.
