Job Description:
We are seeking an experienced Project Manager to lead and oversee software development and delivery projects within a government or public sector environment. The ideal candidate will possess strong leadership and interpersonal skills, demonstrated experience applying Agile and Scrum methodologies, and proficiency in commonly used project management tools. Strong spoken and written Arabic communication skills are also essential to effectively collaborate with diverse stakeholders.
Responsibilities:
- Develop comprehensive project plans, including scope, timelines, milestones, and resource allocation
- Coordinate with internal and external stakeholders to ensure alignment on project goals and deliverables
- Lead agile teams, applying Scrum principles and practices to deliver high-quality software solutions
- Facilitate Agile ceremonies (daily stand-ups, sprint planning, retrospectives) to ensure continuous improvement
- Mentor team members on Agile best practices and foster a collaborative team culture
- Track and manage project progress using MS Project, Jira, and Azure Boards
- Identify and mitigate risks, proactively resolving project issues to keep initiatives on track
- Ensure software delivery meets quality standards, scope, and timeline constraints
- Serve as the primary point of contact for government/public sector clients, vendors, and executive leadership
- Provide regular status updates and progress reports in both Arabic and English
- Build and maintain strong relationships with key stakeholders to facilitate successful outcomes
- Manage budgets to ensure projects are executed within financial constraints
- Coordinate with teams to secure necessary resources and skill sets
- Drive the adoption of Agile frameworks and recommend improvements to project management methodologies
Requirements
- Bachelor’s degree in Computer Science, IT, Business Administration, or a related field (Master’s degree or PMP/Agile certifications a plus)
- 5+ years of project management experience in a mid to senior role
- Proven track record managing software development and delivery projects
- Demonstrated experience in government or public sector settings
- Strong knowledge of Agile methodologies and hands-on Scrum experience
- Proficiency in MS Project, Jira, and Azure Boards
- Fluent in spoken and written Arabic; proficiency in English required
- Exceptional communication and leadership skills
- Strong problem-solving abilities and interpersonal skills.
- PMI-ACP or PMI-PMP certified or similar
